SUBJECT: New Staff Announcement

I am pleased to announce the following new additions to the staff of Peace Corps in Washington, DC:

Effective Immediately:

Keith Vance - Director of Administrative Services

Keith Vance brings 33 years of Federal Government experience to the position. Prior to his appointment to the Peace Corps, Keith was Management Services Officer for the Department of Health and Human Services where he served as the principal advisor to the Director on operational matters and managed all the administrative, financial, and facilities management services. He received a Bachelor of Arts degree from Federal City College in Washington, DC. We are fortunate to have someone with Keith's wide-ranging skills and experience at the Peace Corps.

Effective July 29, 2002:

Henry Chang - Resource and Program Coordinator

Henry Chang joins Peace Corps from the Office of Management and Budget (OMB) where he was the Economic Affairs Program Examiner responsible for the policy, program, budgetary, and management analysis for the International Affairs Division, which includes Peace Corps. He will be assigned to the Director's Office. Henry has also served as an Economic Opportunities Consultant with Save the Children, an Africa Program Consultant with Trickle UP, and a Teacher with Bell Multicultural High School, in Washington, DC. Henry has served two Peace Corps Tours, one in Sierra Leone and the other in Botswana. He received a Bachelor of Arts degree in Psychology from the University of California, Irvine, a Masters of Secondary Education from the George Washington University and a Masters in International Relations from Columbia University.

Effective August 1, 2002:

Charles "Chuck" Brooks - Associate Director Volunteer Recruitment and Selection (VRS)

Prior to his appointment with Peace Corps, Charles Brooks served as Group Director of New Business Development at Planning Systems Inc., a Reston, Virginia based company specializing in scientific engineering. Charles was responsible for developing and implementing the company's marketing strategy. In addition to his management and leadership skills, Charles brings a wealth of recruitment, placement and training experience to his new position at Peace Corps. Charles served in the United States Navy for 31 years, first as a Naval aviator, and has held recruiting positions as District Commander, Regional Commander and Deputy Commander for all aspects of Naval recruitment. After retiring from the Navy, Charles managed the Navy Marine Reserve Officer Training Corps (NROTC) scholarship program. Charles received a Masters of Science degree in Industrial Relations from the United States International University and a Bachelor of Arts degree in International Relations from the Naval Postgraduate School.

I also want to take this opportunity to thank Abel Ruiz for his service as Acting Director of VRS. Abel has now returned to his permanent position as Manager of the Dallas Recruiting Office and Mada McGill will serve as the Acting Director of VRS until Charles arrives on August 1. We are very grateful to Abel for his assistance during the transition period.
