LATEST NEWS ON PEACE CORPS BUDGET AND CHARTER LEGISLATION: ACTION NEEDED

The informal Peace Corps mandate group met again under NPCA auspices on August 27. It decided to continue promoting the legislation for a Peace Corps Charter for the 21st Century, introduced on June 29 as S2667 (Dodd) and HR 4979 (Farr), as the
vehicles which best incorporate the principles adopted by the NPCA Board. These include doubling the Peace Corps, preserving Peace Corps independence, and funding RPCV projects.

When Congress returned after Labor Day, attention shifted from the Senate to the House, as both parties and Houses continue to maneuver on the Charter and the Peace Corps FY 2003 Appropriation. Another vehicle at play will be HR 5255 (Shays, Kirk),
introduced on behalf of the Administration and simply authorizing doubling of the Peace Corps. NPCA will be working on a nonpartisan basis to assure bipartisan support for the best possible legislation. On September 5 the House Foreign Operations
Subcommittee approved the full Administration request for $317 million.

Two competing scenarios are at play and have not yet been resolved: (1) Senate Democrats hope to resolve all issues in Conference Committee between the two Houses during September: (2) House staffers foresee a possible hearing no earlier than the
end of September, if the issue is not preempted by other more pressing issues like Iraq, followed by a mark-up (amendment) session in the House International Relations Committee at an indefinite later date. House staffers note that the Peace Corps
reauthorization (proposed Charter) is not needed until 2003. We will keep you posted on how this plays out.

NPCA asks that during September you continue to (1) transmit requests to your Members of Congress, promoting the features of the current Charter bills, S 2667 and HR 4979, and asking them to cosponsor; (2) promote media attention via OpEds and letters
to the editor; and (3) raise the issue directly with your Members of Congress through their local and Washington DC offices.
