Sichan Siv, of Texas, to be Representative of the United States of America on the Economic and Social Council of the United Nations, with the rank of Ambassador.

Gaddi H. Vasquez, of California, to be Director of the Peace Corps, vice Mark L. Schneider, resigned.

Gaddi Vasquez's nomination to head the Peace Corps was submitted to Congress on Wednesday by the White House. It's uncertain whether the former Orange County supervisor will get a confirmation hearing this year.

Vasquez, 46, is a public- affairs executive for Southern California Edison. A group of former Peace Corps volunteers is trying to derail his appointment, saying he has no international experience and that his involvement with the Orange County bankruptcy casts doubt on his management skills.

Vasquez could not be reached for comment.
