Tips for obtaining Peace Corps Day City and County Proclamations

Benefits of Proclamations:
In many cities and counties, proceedings of the governing councils/boards are covered by local cable TV service. Local media attend their meetings and cover their proceedings, including the issuance of interesting proclamations.

Proclamations can also be used effectively in Peace Corps Day events to emphasize the importance of the Peace Corps to local citizens.

How to Obtain Proclamations:
Call the Clerk of the Board of Supervisors or City Council for the deadline when the request for a proclamation must be submitted. Usually, they will expect a draft proclamation to be submitted by the requestor. Templates of Peace Corps proclamations are attached.

Ask whether an RPCV/RPCV group will be allowed to make a brief presentation. Find out the protocol for such presentations, e.g., length of time, number of presenters, time when presentation occurs at meeting.

Presentation When Proclamation is Issued:
At a minimum, usually one person is allowed to accept a copy of the proclamation. If a short presentation is allowed, please mention the Peace Corps' third goal. Consider asking an RPCV who is also a local classroom teacher to participate in the presentation. If there is a Fellows/USA program in the area, consider asking an RPCV Fellow or a community partner served by the program to speak about the program's benefits. Contact Gina Wynn at Peace Corps Headquarters for contact information for the local Fellows programs. Gina can be reached by e-mail at gwynn@peacecorps.gov.

If there are RPCVs/RPCV groups in the area, encourage them to attend the event. During the presentation, they should be asked to stand for recognition.

Arrange for an RPCV group member to be present when the proclamation is issued even if a presentation is not allowed. Local media may be interested in an interview.

Targeting Cities and Counties
Identify RPCVs with good contacts with city and county governments.
Target cities or other geographical areas where the publicity is most needed.
Target cities or counties where it is possible to send an RPCV to the meeting where the proclamation will be issued.

Notification to Peace Corps Headquarters and Regional Offices
Please coordinate your efforts with the public affairs specialist in your local Peace Corps regional office so that efforts are not duplicated. Let Peace Corps Day Coordinator, Agnes Ousley, know that you have obtained a proclamation. After Peace Corps Day let Agnes know how the proclamation was used and what publicity it generated. Agnes can be reached via email at (aousley@peacecorps.gov)

[Chairman]
[ ] County Board of Supervisors

Dear Chairman :

The Peace Corps will celebrate its 42nd anniversary on February 28, 2003, commemorating the March 1, 1961, signing of the Executive Order that established the Peace Corps. Forty-two years after its inception, the Peace Corps continues to recruit American citizens to be Volunteers, who serve overseas for two years to better the lives of those living in developing countries. Today, Volunteers live and work alongside local people in 70 countries-fulfilling the mission articulated more than four decades ago.

I would like to invite you to participate in our 42nd anniversary celebration by issuing a proclamation pronouncing February 28th Peace Corps Day in [your county]. This proclamation would pay tribute to the more than [ ] men and women from [your state] who have served as Peace Corps Volunteers since 1961 and who continue to build a legacy of service for the next generation. The Peace Corps would be most honored if you could issue such a proclamation. Attached you will find draft language of a proclamation for your use.

The Peace Corps' 42nd anniversary represents a significant opportunity to expand the public's awareness of the Peace Corps and to pay tribute to the contributions Americans have made to the cause of peace and human progress in 136 countries around the world. In January 2002, President Bush announced his intention of doubling the number of Peace Corps Volunteers over the next five years. Increased awareness and appreciation of the Peace Corps are important in helping us reach that goal. It is expected that 10,000 former Peace Corps Volunteers in all 50 states will visit classrooms, community organizations, and workplaces to share their stories of Peace Corps service and to provide Americans with a window into the life and culture of the countries where they served.

[your state] residents continue to be a rich source of the committed and talented Peace Corps Volunteers for assignments in the areas of agriculture, business development, education, the environment, and health. Currently, there are [ ] [your state] residents serving as Peace Corps Volunteers around the world. We hope you can join us in honoring their voluntary service and in commemorating the Peace Corps' 42nd anniversary by proclaiming February 28, 2003, Peace Corps Day. If you have any questions, or would like to participate in our anniversary events, please do not hesitate to contact [ ], our [ ] Regional Manager, at [ ].

Thank you for your generous consideration of this request and for your support of the Peace Corps.
