Carmel representative signs resolution to take back Congress' authority to attack

WASHINGTON -- U.S. Rep. Sam Farr on Wednesday joined an anti-war group of House members who want to repeal the authority that Congress gave President Bush last year to attack Iraq.

Their move came several hours after Secretary of State Colin Powell laid out the administration's evidence at the United Nations that Iraqi President Saddam Hussein has been hiding biological and chemical weapons from inspectors.

Farr, D-Carmel, was one of 26 members who have signed a resolution that would take back Congress' authority to declare war.

"In my district and across the country, our citizens are crying out to us to stop this unnecessary war," he said. "Congress must reclaim its constitutional right and not allow this president to continue on a path towards war without the people's approval."

Farr said he realized the resolution is unlikely to pass because the House voted 296-133 last fall to support U.S. military action against Iraq. But his office has received a constant flow of telephone calls and letters from constituents concerned that the United States is rushing to attack Iraq, he said.
