Description
FAR 6.303-2 Justification for Other than Full & Open Competition: Peace Corps (PC) intends to negotiate and award a sole source fixed price, indefinite delivery, indefinite quantity (see FAR 16 FFP IDIQ) with Verestar of Hagerstown MD (www.verestar.com) to provide an integrated international satellite telecommunications solution to enhance the capacity, reliability, and effectiveness of its Global Network (PCGN) through the use of VSAT (Very Small Aperture Terminal) technology. It is noted that Peace Corps does not have any formal agreements with any countries regarding VSAT service access: rather, a deployment of up to fifteen (15) sites by the end of FY05 is contemplated. Hardware costs are anticipated to be similar to Verestar's existing Schedule 70 standard item 132 51 contract GS-35F-0036N, while international service rates and terms are expected to be comparable to those currently provided commercially. Technical program customer and contracting officer market research of companies offering VSAT services via the aforementioned GSA schedule identified Verestar as the only provider with Tier 1 capability to Peace Corps overseas Posts (see FAR 6.302-1(a)(2)).
