Nominations: Former Orange County Supervisor Gets Panel's Nod to Lead Peace Corps

The Senate Foreign Relations Committee yesterday approved the nomination of former Orange County, Calif., supervisor Gaddi H. Vasquez to head the Peace Corps despite a campaign by some Peace Corps alumni to prevent his confirmation.

The nomination of Vasquez, a major contributor to the campaign of President Bush, to head the 40-year-old volunteer organization now goes to the full Senate.

Vasquez, currently an executive with the Southern California Edison Co., served as an Orange County supervisor from 1987 to 1995, coinciding with the largest municipal bankruptcy in history.

The committee approval came despite claims by a group of former Peace Corps volunteers that Vasquez's ethics and management skills were questionable as a public official and that he lacks substantial experience in international development, both as a volunteer and in public service.

But the nomination is supported by Sen. Barbara Boxer, D-Calif., and Reps. Loretta Sanchez, D-Calif., and Chris Cox, R-Calif., who at a hearing last month defended Vasquez's public service record and called him "a man of great character."

In December 1994, Orange County officials reported a $1.5 billion "paper loss" in the county's investment pool, the largest loss ever recorded by a local government investment pool. Shortly thereafter, Treasurer Robert L. Citron -- who triggered the losses through unsupervised investments -- resigned under pressure from county officials, who then sought protection for the county under Chapter 9 of the federal bankruptcy code, the largest such filing in history. Citron later pleaded guilty to six felony counts of defrauding investors and misappropriating public funds.

Before his position with Orange County, Vasquez served in the California Governor's Office from 1985 to 1987, first as the Hispanic liaison and then as chief deputy appointments secretary. Vasquez was appointed to the Commission on White House Fellowships and the United States Quincentenary Commission by former President George Bush.
