SCALIA, REICH IN: Pleasing conservatives and firing a shot across the bow of Senate Majority Leader Tom Daschle (D.-S.D.), President Bush last week made recess appointments of Otto Reich to be assistant secretary of state for the Western Hemisphere and Eugene Scalia to be U.S. Labor Department solicitor. Both nominations had languished for months in the Democrat-controlled Senate. Although there was no prospect that senators would be allowed to vote on nominations-even though both appeared to have enough votes for confirmation-Daschle branded Bush's action "regrettable." This suggest to many Capitol Hill observers that Senate Democrats would retaliate by bottling up more Bush appointees-notably Peace Corps director-designee Gaddi Vasquez.
