Background

Peace Corps Director Gaddi Vasquez was in Lima, Peru last week accompanying President Bush on his state visit. In the first major public success of his tenure as Director, Vasquez signed an agreement with Peru's Foreign Minister, Diego Garcia Sayan, bringing the Peace Corps back to Peru after an absence of 27 years.

While he was in Peru the Director also gave his first extended interview (that we are aware of) since he was confirmed as Director. PCOL has also put in a request for an extended interview through the PC Press Office that we expect to be bringing our readers in the near future.

Read and comment on the interview that Peace Corps Director Gaddi Vasquez gave to the newspaper "El Peruano." The interview took place in Spanish. In a PCOL exclusive, we have provided our own (very free) translation of the interview and would welcome any corrections or additions to the original interview in Spanish that we have provided at the bottom of the story.

Interview in Peru with PC Director Gaddi Vasquez

In the interview, Director Vasquez talked about the opportunity for the interchange of ideas and opportunities, that we reach out our hands to help people who want to receive training, information and education, that it is a great honor to establish a program in Peru, and now that we are beginning again, we hope the Peace Corps can grow over the next few years.

In reply to a question about the Peace Corps leaving Peru in 1975, Director Vasquez replied that the Peace Corps comes into a country when it receives an invitation and if the government, for whatever reason, asks that the Peace Corps leave, that is the country's right.

In reply to a question on why Peru didn't ask for the Peace Corps to return for 25 years, Director Vasquez replied that he couldn't answer that question because he wasn't familiar with the different governments that had been in power in Peru during that period but that he could say that President Toledo of Peru had benefited from his friendship with volunteers during his youth, that they helped him attend college in the United States, that because of this, President Toledo always had a special place in his heart for the Peace Corps and for volunteers and that when President Toledo extended an invitation for the Peace Corps to return, this request was received very favorably by the American Ambassador in Peru.

When asked how Peace Corps volunteers who knew the President looked upon President Toledo when he was elected, Director Vasquez replied that the volunteers who knew the President saw him as a great inspiration because he reflects the impact that the Peace Corps can have on the lives of people, a community and a country like Peru. He went on to say that Peace Corps volunteers do not expect to see immediate results in their work so volunteers are especially proud when they see someone like President Toledo that they worked with become President of his country. It means that there was a positive impact and it is a great opportunity to verify that the work they did was good.

When asked if the Peace Corps had performed any kind of analysis before it comes to into a country like Peru, Director Vasquez answered that the analysis was completed several months ago when the Peace Corps was first invited into Peru and that an assessment group had come to the conclusion that there were good opportunities to return.

When asked what would be the first programs the Peace Corps would perform in Peru, Director Vasquez answered, that the Peace Corps will initially work in health programs that are related to agriculture and that we hope to eventually work in helping create small businesses. We will start out with an initial group of volunteers and over the next few months and years, as opportunities come up, we may work in other areas.

When asked what would be the benefit for Peru of the Peace Corps returning, Director Vasquez answered that Peru was a country to which we will extend a special hand of friendship with the purpose of reaching a population that we never reached when we were here before. When the Peace Corps was in Peru before, we had a central office in Lima, four regional offices, and 137 volunteers. The potential of Peru is very significant and we hope we can grow for the mutual benefit of the Peace Corps and Peru.

When asked what is the process that the Peace Corps follows to enter new countries, Director Vasquez answered that first we establish ourselves, then we add programs and regions. We hope that when volunteers arrive in a country, they stay for two years and that they establish themselves in a community to familiarize themselves with the country's customs because their work also consists in knowing the people that live in the area so that we can understand what they need and can add to the programs. We do not want it to be said that "they came for three months, they left, and they didn't have any impact." but that we want to be here long term so people can benefit.

When asked how Peace Corps works in diverse countries around the world, Director Vasquez answered that the benefits and advances in the programs are extraordinary. The fact that 165,000 citizens of the United States of diverse origin have worked in 135 countries is very satisfactory and that we want to promote more people getting involved in the Peace Corps with volunteers that represent the diversity of the United States in the places that they serve.

When asked if there had been cases of death or disappearance of volunteers, Director Vasquez answered that volunteers had been lost but not because of political incidents but because there had been cases of assault or murder such as can happen anywhere in the world. The authorities and governments have always maintained a high level of security to create an environment in which volunteers can work normally. When asked if volunteers were insured, he replied that the Peace Corps did maintain insurance in case of death.

When asked if he hoped the agreement between Peru and the Peace Corps would be maintained over the long term, Director Vasquez replied that he had hope and confidence that the program that will establish itself over the next few months will be only the first chapter in a program for the benefit of both parties that we hope that with your welcome and support, will have many months and decades of success in the growth of the program in Peru.

Cuerpo de Paz: prioridad a la salud y agricultura

Uno de los convenios suscritos durante la visita oficial del presidente estadounidense, George W. Bush, fue el acuerdo con el Gobierno peruano para que el Programa de Cuerpo de Paz (CP) retorne a nuestro país después de 27 años.

En entrevista concedida a El Peruano, el director de ese organismo, Gaddi Vázquez, comentó que las oportunidades para el Perú son muy buenas debido al gran potencial de nuestro país.

¿Cuáles son los alcances del acuerdo que se firmó el sábado en la Cancillería?

–Es una gran oportunidad para el Perú y Estados Unidos, porque se promoverá el intercambio de ideas y de oportunidades para que ambos logren un crecimiento; y se estrechará también la mano de compañerismo para ayudar a personas que deseen recibir entrenamiento, información y educación. Para nosotros es un gran honor establecer un programa en el Perú, porque ahora que empezamos nuevamente, esperamos que éste crezca a través de los años.

¿Desde cuándo se cortó el lazo entre el Cuerpo de Paz y el Perú?

–Desde 1975, cuando el gobierno militar determinó que el programa cesara. Cuando el Cuerpo de Paz se presenta en un país es porque ese pueblo extiende una invitación para el programa. Entonces, si un gobierno, por diversas razones, pide suspender o terminar el programa, ese es su derecho.

¿Por qué cree que el Gobierno peruano no pidió el retorno del CP durante más de 25 años?

–No podría contestar esa pregunta, porque no conozco las etapas de gobierno en el Perú durante todo ese tiempo. Lo que sí sé es que el presidente de Alejandro Toledo, durante su juventud, se benefició del intercambio con un grupo de voluntarios del Cuerpo de Paz, que lo ayudó en su preparación para ir a la universidad en Estados Unidos. Por eso siempre tuvo una consideración especial hacia el programa y los voluntarios. Cuando él extendió la invitación al Cuerpo de Paz para que regrese, este pedido se recibió de una manera muy favorable por parte del embajador estadounidense en el Perú.

¿Cómo tomó el CP y sus voluntarios que Alejandro Toledo llegara a la presidencia del Perú?

–En Estados Unidos, para los voluntarios que conocen la historia del presidente Alejandro Toledo, él es una gran inspiración, porque refleja las mejoras que hizo el programa en las vidas de las personas, la comunidad y el país. Cuando realizamos trabajos, no esperamos ver resultados inmediatos. Para los voluntarios familiarizados con el trabajo en el Perú en años pasados y que ven que una de las personas que recibió sus servicios y asistencia es el presidente del Perú, esto constituye un gran orgullo. Significa que hubo un impacto positivo y se ofrece una gran oportunidad para verificar que este trabajo es edificante.

¿El CP realizará algún análisis en el Perú antes de instalar el programa?

–Ese análisis ya se efectuó y completó hace varios meses, cuando se invitó al Cuerpo de Paz. Entonces, vino un grupo de la administración, hizo este trabajo y llegó a la conclusión de que sí existían buenas oportunidades de retorno.

¿Cuales serán los primeros programas de ayuda?

–Inicialmente se trabajará en programas de salud y que tengan que ver con el agro, pero anticipamos que a lo largo del tiempo introduciremos otros, como la ayuda para la formación de pequeñas empresas y comercio. Empezaremos con un equipo inicial de voluntarios y luego iremos añadiendo más, a través de los meses y de los años, de acuerdo con el tipo de oportunidades que se presenten. Posteriormente existe la posibilidad de establecer un programa de empresas o negocios.

¿Los beneficios para nuestro país serán altos?

–El Perú será un país en el que podremos extendernos de una manera especial, con el propósito de alcanzar a la población como nunca lo logramos en tiempos pasados. Cuando estuvimos en su país hace mucho tiempo, teníamos oficinas en Lima, cuatro en provincias y cerca de 137 voluntarios estadounidenses. El potencial en el Perú es muy significativo y ojalá logremos ese crecimiento y que sea en beneficio mutuo.

¿Cuál es el proceso que sigue el Programa de Cuerpo de Paz en el ingreso a los países donde coopera?

–Lo que hacemos es establecernos en un lugar, y luego agregamos programas y regiones. Nuestro propósito es que, cuando los voluntarios lleguen a un país, por un período de dos años, se establezcan en esa comunidad, región o provincia para que se familiaricen con las costumbres. Pero el trabajo consiste también en conocer a la gente que vive en esa área, para que de ese modo conozcamos lo que necesitan y se consiga añadir más programas. No deseamos que se diga:

“Bueno, vinieron por tres meses y se fueron y no tuvo impacto”; nosotros queremos uno permanente y que la gente se beneficie de él.

¿Cómo funciona el CP en diversos países del mundo?

–Los beneficios y avances logrados en el programa son extraordinarios. El hecho de que 165 mil estadounidenses de diversos orígenes trabaje en más de 135 países en el mundo es satisfactorio. Nosotros queremos promover que más personas se envuelvan en este programa y representen la diversidad de Estados Unidos en los lugares en que trabajen.

¿Se reportó casos de desaparición o muerte de voluntarios en el cumplimiento de sus tareas? ¿Existe algún tipo de indemnización?

–Sufrimos pérdidas de personas, pero no por incidentes políticos en países convulsionados, sino que en ciertos casos hubo homicidios y asaltos, que acontecen en todo el mundo. Las autoridades y los gobiernos siempre mantuvieron un alto nivel de seguridad para crear un ambiente en el que los voluntarios trabajen con normalidad. De otro lado, están los seguros a cargo del Cuerpo de Paz en caso de algún fallecimiento, y en otros casos existen los seguros personales y familiares.

Por último, ¿espera que este convenio entre el Perú y el CP se mantenga por un buen tiempo?

–Tengo confianza y esperanzas en que el programa a establecerse dentro de unos meses aquí en el Perú sea el primer capítulo de muchos otros para beneficio de ambas partes. Con la bienvenida y la mano que se extendió al Cuerpo de Paz, tendremos muchos meses y décadas de éxito para el crecimiento del programa en el Perú.
