Former Ecuador Staff Susan Horowitz dies of a heart ailment

Former mayor dies
Susan Horowitz, 65, served council from1988-1996
By Vanessa Miller Iowa City Press-Citizen After years of service to Johnson County and Iowa City, Susan McCartney Horowitz has passed away.
Horowitz, Iowa City councilor from 1988 to 1996 and mayor from 1994 to 1996, died Saturday in Berlin of a sudden heart ailment.
"She had a lot of vision for the community, she saw where Iowa City was going and how it got there," said Mayor Ernie Lehman, who served on the City Council with Horowitz from 1994 to 1996. "It was her energy, her sense of humor - the woman was a character."
Horowitz, 65, of 1129 Kirkwood Ave., did not limit her ambitions to Iowa City or to politics, but participated in more than 20 city, county, state and national organizations during her life.
Those organizations range from the National League of Cities Energy, Environment and Natural Resources Policy Committee to the Project GREEN Garden Fair Shade Committee, according to Horowitz's resume.
"She was very energetic and bright," Lehman said. "She was very involved in the community, and she was likable. She was a pretty cool lady."
After receiving her bachelor's degree in commercial education and biology from Mercyhurst College in Erie, Pa., in 1959, Horowitz immediately began working as a medical secretary and technician at Children's Hospital Medical Center in Boston.
In 1964, she left that position to work as an administrative assistant with the U.S. Peace Corps in Quito, Ecuador. Horowitz's journey led her to Washington, D.C., where she worked with the Appalachian Region Commission for several years before returning to school to earn a master's degree in public health from Johns Hopkins University in 1972.
It took Horowitz 10 years to step into the world of politics, but in 1982 she became a member of the League of Women Voters of Johnson County.
That led to additional political and community involvement including memberships with the Iowa Health Policy Corporation, the Iowa City Planning and Zoning Commission, the Iowa City Area Chamber of Commerce and the Diocesan Council of Catholic Lay Women.
By the time Horowitz became a city councilor, mayor pro-tem and mayor, she was a seasoned veteran in community and political involvement.
