Tod A. Ragsdale, PhD has more than 20 years of experience in socioeconomics, and applied environment and development anthropology. He has worked for the World Bank and the Asian Development Bank, as well as for consulting and engineering firms (Morrison Knudsen, Harza, Electricité de France, Sogreah Consultants, Nippon Koei, Worley, Meritec, Electrowatt), on socioeconomic, cultural and environmental issues surrounding some twenty large-scale development projects. These projects have included Resettlement in, inter alia, India, China, Nepal, Sri Lanka, Laos, Vietnam, Cambodia, Philippines, Tajikistan, Jordan, Somalia, and Zambia. Dr. Ragsdale's Services encompassed project preparation, supervision, monitoring, and evaluation. His experience also includes social impact assessment for urban electrification, community development, social funds, indigenous and minority peoples’ development plans, rural water and sanitation, public health, irrigation, education, and social forestry. He has highly developed leadership, research, analytical, and writing skills.

In addition to being a Principal and Co-Founder of MESAS, Dr. Ragsdale has been concurrently a Principal Consultant for PriceWaterhouseCoopers's Management Consulting Services (MCS); Social Development Specialist on the Independent Panel of Experts for the Nam Leuk Hydroelectric Project and for the Zhejiang Shanxi Water Supply Project in Wenzhou, China; conducting a social impact assessment as part of the JICA funded feasibility study of the Nam Ngiep 1 Hydropower Project; involved in the World Bank-funded Hydropower Strategy Study in the Lao PDR; and conducting a Resettlement Action Plan preparation for the ADB-funded Zhanghewan Pumped Storage Project in the PRC, in collaboration with the National Research Center for Resettlement (NRCR) in Nanjing, China.

Dr. Ragsdale's assignment is to oversee on behalf of the Lao PDR Government and the Asian Development Bank the social impacts of the project and the implementation of social development programs, including a conservation and development program in the Phuo Khao Khouay National Biodiversity Conservation Area, where the project is located, through a fund set up from electricity sales.

* Dr. Ragsdale carried out the social assessment for the Power Sector Environmental Impact Assessment for the World Bank Power Rehabilitation Project, including initiating a resettlement rehabilitation program for the over 50,000 Gwembe Tonga tribals displaced by the Kariba Hydropower Dam built in the late 1950s.

* In China, Dr. Ragsdale made initial impact assessments for the Asian Development Bank of social impacts of the Hongjiadu Hydroelectric (Guizhou Province) and Zhanghewan Pumped Storage (Hebei Province) Projects and for Harza Engineering (Chicago) and Electricitie de France supervised resettlement planning for the latter project.

* In India, Dr. Ragsdale supervised World Bank projects, including the National Thermal Power Corporation's (NTPC) Power Generation Project (PGP); the Hyderabad Water Supply and Sanitation Project (Andhra Pradesh), the Upper Krishna II Irrigation Project (Karnataka), Nathpa Jakhri Hydroelectric Power Project (Himichal Pradesh);,Lower Periyar Hydroelectric Project (Kerala), the Coal Sector Rehabilitation Project; and the Tamil Nadu Urban Development Project. Dr. Ragsdale has also prepared bids for social assessment and resettlement work for Harza Consulting Engineers, on the Nam Theun 2 Hydroelectric Project in Laos, where he made an in-country visit as bid finalists for preparing Environmental Assessment and Management Plan (EAMP), and for the Langtan Hydropower Project (70,000 resettlement) in Guangzhou, Guangdong Provinces, China.

* World Bank, Resident Mission at New Delhi, India, Resettlement And Rehabilitation (R&R) Team Leader, July 1993-July 1994 in India, supervising and training a staff for managing the country portfolio of some sixteen projects affecting about a million villagers throughout India. The assignment included, inter alia, identification of Non-Government Organizations (NGOs) and other agencies for Resettlement Action Plan (RAPs) surveys, design, and implementation; institutional strengthening for preparing RAPs; establishment of monitoring and evaluation (M&E) and Geographic Information System (GIS)-based RAP information management systems; public participation strategies; and review of land acquisition, compensation, and income generation programs across India. * Dr. Ragsdale participated in a Pre-appraisal mission for NTPC which included recommendations and TOR for establishing an Environment and Social Unit in NTPC and for meeting World Bank guidelines for resettlement, including a comprehensive 'retrofitting' R&R program for population displacement occurring prior to the loan period. Extensive supervision missions included, inter alia, identification of NGOs for R&R implementation; institutional strengthening and training recommendations; implementation of a Geographic Information Systems (GIS) based computerized Acquisition and Resettlement Management System (ARMS); assessment of income generating and livelihood schemes; technical assistance for preparation of socioeconomic surveys and public participation strategies; identification of appropriate research institutions for carrying out socioeconomic surveys; and review of socioeconomic surveys and of R&R programs for each Super Thermal Power Project (STTP) site.

* Dr. Ragsdale was involved in the planning, supervision and evaluation of virtually all of the social impact assessment and planning for Nepal's major hydroelectric schemes, including the Kulekhani, Marsyangdi, Karnali-Chisopani, Upper Arun, Arun III, Pancheswar and Kali Gandaki; and he co-authored Nepal: Land Acquisition and Resettlement Profile. Background Report. Washington, DC: World Bank (1991). As the Resettlement Specialist for the Arun III Hydroelectric project preparation, Dr. Ragsdale participated in the project appraisal, the project pre-appraisal, and the project preparation missions, included preparing Global Environmental Facility (GEF) proposal for Makalu-Barun National Park and Conservation Area in upper Arun Valley and terms of reference for and supervision of King Mahendra Trust Arun III Basinwide Environmental and Socioeconomic Impacts Study.

* As Resettlement Specialist for Sardar Sarovar Dam and Power Project, Water Delivery and Drainage Project in India, Dr. Ragsdale led a team monitoring World Bank benchmarks to avoid Project suspension, was a member of a post-Independent Review (the Sardar Sarover Morse Report of 1992) team to India to map World Bank strategy for the project, and reviewed Canal Affected People (CAP) Issues. Dr. Ragsdale's assignments included policy and legislation review; field work for monitoring ongoing R&R programs; and regular reports to World Bank management appraising them of progress in meeting established R&R benchmarks.

* As Resettlement Specialist for the Upper Arun Hydroelectric Project, in Nepal for World Bank and Morrison Knudsen Corporation, Dr. Ragsdale conducted field research to make EIA recommendations for social impacts and population displacement mitigation measures, including design changes of access road to minimize agricultural land take. As the Resettlement Specialist for the Pancheswar Multipurpose Project Resettlement Study in Nepal for the World Bank and Morrison Knutsen Corporation, Dr. Ragsdale made a two week trekking reconnaissance field survey and report up the inaccessible Mahakali River in Far Western Nepal. His report included still photography and video that illustrated potential social and population displacement impacts from helicopter flyover and from ground perspective within the reservoir communities. Dr. Ragsdale's team of two Nepalese anthropologists quantified assets losses as well as community and population displacement within the 110 km long reservoir area, on the Nepalese side of the border. The final report recommended measures for a future socioeconomic survey including TOR.

* Dr. Ragsdale was the Team Leader and Institutions Specialist for the UNDP/ILO Special Public Works Programs (SPWP) and Capacity Building Project in Department of Irrigation in Nepal, making extensive field visit across Nepal to assess the ILO's hill irrigation programs in Nepal and of traditional institutions managing hill irrigation and to make recommendations for institutional strengthening and future policy initiatives.

* Dr. Ragsdale was also the Team Leader and Institutions Specialist for the Community Forestry Evaluation Mission in Nepal for the United Nations Development Program (UNDP). Dr. Ragsdale carried out an evaluative review of the UNDP program for community forestry in Nepal, including extensive field visits across Nepal, interviews with forestry officials at all levels and with other agencies involved in forestry programs in Nepal, a country-wide review of forestry institutions, and extensive recommendations for institutional strengthening and legal and policy changes to improve community forestry in Nepal.

* World Bank, Washington, DC, Long-term Social Assessment Consultant, April 1987 through July 1990, in the Environment Assessments and Programs Division (ENVAP), participating in various projects in Bangladesh, Bhutan, Nepal, Sri Lanka, India for resettlement/rehabilitation components of Bank projects on preparation, supervision, evaluation missions. Consultant for Demographic and Socio-economic Context of Planned Population Redistribution of Nomads, Somalia for International Labour Organization (ILO), Geneva, Switzerland, Dr. Ragsdale researched and co-authored book chapter reviewing the demographic and socioeconomic context of planned population redistribution of nomads to agricultural and fishing resettlement schemes in Somalia following the 1974 Sahel drought. Co-author with Abdullahi Scek Ali. "A Case Study of the Somalia Resettlement Program for Nomads," in A.S. Research Associate conducting Demographic Research for Carolina Population Center, University of North Carolina at Chapel Hill, from 1983 through 1984. Dr. Ragsdale managed a USAID-funded field survey and co-authored the final project report examining the demographic, social and economic impact of agricultural and fishing resettlement schemes for Somalia's nomadic population, designing socioeconomic survey questionnaire and sampling and field methodologies, recruiting and leading a 20 member survey team in four former-Nomad resettlement sites of nearly 100,000 population across Somalia, data processing and analysis, review of secondary and primary source materials, and final report writing, over a three year period. Dr. Ragsdale authored the Demographic and Socio-economic Context of Planned Population Redistribution of Nomads, Somalia for USAID and the Carolina Population Center, University of North Carolina at Chapel Hill and Research Triangle Institute, Research Triangle Park, NC, USA (1984).

Dr. Ragsdale has held teaching positions at Duke University, and North Carolina State University, Raleigh, was a Research Scholar, conducting Ph.D. ethnographic fieldwork and dissertation research of a tribal (Gurung) village in Western (published as Once a Hermit Kingdom: Ethnicity, Education, and National Integration in Nepal, New Delhi: Manohar Publishers, 1989) and was a community development American Peace Corps Volunteer in Nepal, where he established a town planning and community development program in urban community in Eastern Nepal, supervised road construction for an access road to town and established a public health campaign.
