Chairman of the Pacific Island Chapter of ISOC, and Co Founder of the Internet Users Society Niue, Richard StClair has been active in telecommunications, and data management development in the South Pacific region since 1994. Originally posted to Niue through Samoa as a United States Peace Corp volunteer on a two year contract, the past few years have shown major development work throughout the Pacific region in communications.
During the early years on Niue, he worked with the United Nations Development Program and United States Peace Corps to develop the Information Systems organization for the government of Niue. After completion of that three year long project, and as a result of the Internet becoming a global communications tool, he went on to found the Internet Users Society Niue, to bring global Internet communications to the country of Niue. Since no funding was available, and the potential users could not afford the costly connectivity in such an isolated region, together with his associates in the United States, the plan to market the .NU domain globally to provide resources for services was developed and implemented and was an outstanding example of the intention of RFC-1591.
Today, the Internet Users Society Niue (under the management of Richard StClair) maintains free Internet services for the country of Niue entirely from the resources generated from the .NU domain. Outside Niue, he has been responsible for bringing together the SPINIC (South Pacific Island Nation Internet Committee) a group of multi-national information technology technicians, and engineers for the development of the region from the ground up.
This past year at the ICANN meetings in Japan, Richard StClair became an active voting member of MINC (Multi Lingual Internet Naming Consortium). Other involvement includes the ISP Consortium, Chamber of Commerce, and he was guest speaker at the IT-Pacnet conference in Tuvalu.
These and other projects led to a total commitment to communications development for the emerging nations of the Pacific Region.
As a result, his attitude that "The Internet is for Everyone" fits in to the ISOC atmosphere very well, and his discussions throughout the Pacific region reveal positive reinforcement to increased membership through Free E-Memberships, and continued development of the voice of Pacific region cultures within the communications arena.
He would also like to see ISOC delegate some of itís online operations to chapters, for such things as mailing lists, local chapter forums, membership interaction, and basic services that like entities in communications should be trading.
Richard lives with his Niuean wife Sana Togalea Tukutama StClair on the island of Niue
