Have anybody considered opportunity to teach peoples in countries like Cambodia or Madagascar to do freelance work over internet?

There is a lot of freelancers in countries like Thailand, Phillipines, Pakistan, but not much in the neigbor countries like Cambodia, Laos, Mongolia and so on. Looks like the reason is poor English language skills, but teaching how to do freelance work may be a good addition to the teaching English, which is done I believe in a lot of developing countries.
I am freelancer by myself and I can tell that freelancing not only good money opportunity, its also valuable experience in information technology and business, as freelancers should not only learn the way to use their skills for real life projects, but also they learn how to communicate and make business with customers abroad, which is usually really different from the local way of doing things ;-)
I will really appreciate any feedback about this idea as well as ways to implement it (I am Russian citizen, therefore I cant join PC program at Cambodia or any other country, but I really want to share my experience and be helpful to the developing world).
