Comments: I have surfed this site many times, but this is the first message I have left. I guess I will say a big hello to anyone who was in county from 95-97. I hope you are all doing well. I am living in Columbus (anybody is welcome to stay with me if they come visit our fair, mid-western city) and life is good.
This summer I got engaged to an RPCV from Cameroun, and we are getting ready to buy a house together. I am working for a non-profit economic development organization, and the work is enjoyable. Of course I still miss Togo.
For anyone who ever visited the Atakpame Maison, do you remember getting up on a cool, foggy morning to sit on the front porch, drink Milo and watch everyone going to work? This must be one of my favorite and most peaceful memories of Togo.

Following is a message fom NPCA President, Dane Smith

Dear Friends of the Returned Peace Corps Community:
The attacks on the World Trade Center and the Pentagon have been a terrible
shock for our nation, including our community. We believe it is important
for Returned Peace Corps Volunteers, staff and friends of the Peace Corps to
continue to convey their message of peace and positive engagement with the
developing countries. We had therefore hoped to continue with our
Conference in Washington DC, making necessary adjustments for security.
Extraordinary Tension in Washington
While our goal has not changed, the situation of uncertainty and the local
circumstances in Washington DC have forced us to reexamine the nature of our
plans:
--The situation in Washington is extraordinarily tense. The security
perimeter around the White House has been greatly extended in the last day.
Much of the area to be used by the Conference, including the Hotel
Washington and the Mall, the American Red Cross, Department of Commerce, now
falls within a greatly widened security perimeter. All persons entering the
perimeter have to show ID's and are subject to search.
-- Military Police manning HUM-V vehicles are on every street downtown,
including on L Street in front of the NPCA. Traffic is being directed by
the National Guard, and there have been frequent bomb scares and evacuations
of buildings. There have been statements from the Administration suggesting
that military action might occur during the period in question. There is
uncertainty about the availability of government buildings now scheduled to
host meetings.
--Despite a resumption of commercial flights, Reagan National Airport is
closed indefinitely. Many of our registrants were scheduled to arrive at
National. Reroutings and reservation changes are extremely difficult at
this time. More than half of our registrants are coming from far away. It
will be extremely difficult to ensure that even those registrants willing to
come could get to the city without difficulty.
--President Alejandro Toledo has reaffirmed his willingness to appear at the
Conference. At the same time the Secret Service has informed the Peruvian
Embassy that the presence of foreign dignitaries in Washington DC is not
recommended. The Peruvian Foreign Ministry is concerned about his security
and the logistics of the visit.
--The Conference would likely be occurring at the same time as large numbers
of funerals for those lost in the Pentagon attack. Some have expressed
concern that such a juxtaposition would be inappropriate. The festivities
usually associated with Country-of-Service reunions will not be appropriate
to the occasion and would need to be scaled back.
Postponement of the Conference; Volunteer Day and a Peace Vigil to Go
Forward
Under these circumstances, the NPCA Board and I have reluctantly concluded
that we have no choice but to postpone the Conference to an appropriate time
in the spring or early summer of next year. (President Toledo has indicated
his availability to come to a rescheduled Conference.) At the same time, we
are not abandoning our plans to convey our special outreach to the people of
the developing countries. We will go forward next week with at least two
events that convey our message of peace and service: these are Volunteer
Day on Saturday morning, September 22 and a Peace Vigil with country of
service flags that evening at the Washington Monument. Those participating
in these events will largely be RPCVs from the Washington
DC/Virginia/Maryland areas.
Suggestions for Registrants
Most of the planning has already been done for a Conference and much of that
planning will be applicable to the event that will be held at a future date.
We hope that as many as possible of you will decide to maintain your
registration for the rescheduled Conference. We will refund registration
fees for those who request it. However, it is important that you be aware
we have already sustained substantial costs in connection with the 40th
Conference, and the financial position of the organization would be
jeopardized if everyone demands his/her money back. We therefore appeal to
you to keep faith with us and to plan to come to our rescheduled Conference,
if you possibly can.
You should be able to cancel your hotel registrations without penalty.
Please let us know if there are difficulties with respect to those hotels
previously posted on our website (with which we have contracts).
We will be in touch with you as soon as possible about future plans and
registration fees. We wanted to get this message out as quickly as possible
so that you could reexamine your travel plans this week-end.

Wayne needs more industry sites, EDC told
ATLANTIC BEACH -- Wayne County is running out of products to sell in the fast-paced, competitive game of
industry recruitment, consultants say. And it's time to build up the inventory.
The products are industrial sites -- land and vacant buildings the county can use to attract companies.
"You need sites in a hurry," said consultant Robin Spinks of Greenfield Associates. "There is very little product in
your inventory right now."
Ms. Spinks and Mary Lilley of Greenfield Associates in Wrightsville Beach have been taking stock of potential
industrial sites in Wayne County under a $10,000 study commissioned by the Economic Development
Commission. The consultants, who are often hired by companies to find sites, presented their preliminary findings
during an EDC retreat Friday. The weekend retreat was the first one by the EDC in three years. It was held at
Atlantic Beach, with 27 government, education and business leaders in Wayne County attending.
The consultants recommended that the county! prepare four types of sites to attract companies: one with 500 or
more acres, one with 100 to 500 acres, one with 50 to 100 acres and several sites of 5 to 50 acres.
The consultants found nine potential sites, all of which are vacant land:
Two are in northwestern Wayne, one with about 500 acres and another with about 200 acres.
One is south of Pikeville with about 350 acres.
Three are west of Goldsboro, ranging in size from 100 to 250 acres.
One is at Grantham with about 375 acres.
One is between Goldsboro and Mount Olive with about 130 acres.
And one is south of Mount Olive with about 100 acres.
The exact locations were not revealed to the public, because the study is still under way. No property owners have
been contacted, and neither the EDC nor the county commissioners have decided to act on the recommendations.
But those attending the retreat seemed receptive to the idea.
The sites would serve as alternatives to ParkEast ! Business and Industrial Park off Martin Luther King Expressway.
Economic leaders say different types of property are needed to attract companies that are not interested in being in
an industrial park or that may want to be in a park that has fewer restrictions than ParkEast. The sites could
become industrial parks, or they could stand alone.
"Economic development is selling," Ms. Lilley said. "You are selling product, and your product is your site."
The message of having industrial sites isn't new to EDC members, who have been told the same thing over and
over by state officials and by visiting company representatives.
But the problem comes with finding land suitable for industrial development and getting the amount of investment
needed to prepare it. Land with all the amenities that companies want, like sewer and water lines, highway access
and natural-gas service, is not easily found in rural Wayne, Ms. Spinks said.
The land should b! e close to utility lines. And most important of all, it must have fast access -- now, or in the future
-- to Interstates 95 or 40. All of the potential areas are close to existing highways or future ones like the future
U.S. 117 and the proposed U.S. 70 Bypass.
Companies also want to be away from residential areas, to avoid potential conflicts, Ms. Lilley said. Only about
one-third of the county has zoning, which means that in most of the county, people can build whatever they want,
where ever they want.
Many companies are reluctant to build a plant where residential development could grow near them, Ms. Lilley
said. They foresee neighbors complaining about noise, traffic or other problems. The consultants said the nine sites
are far enough from residential areas to avoid conflicts.
Some county leaders have pressed for zoning that would provide orderly growth and preserve potential industrial
sites. Without zoning, the other option to ! buy enough land to provide a buffer between the business and
surrounding property, Ms. Spinks said.
Then comes the problem of how to obtain the land. So far, the county commissioners have been the lead
organization in funding industry-recruitment projects. One possibility is for the county to buy the land like it did with
the back portion of the ParkEast Business and Industrial Park.
Ms. Spinks said another way may be to take out options. This works by the county paying a certain percentage of
the price of the land. The property owner gets the rest of the money when the property is sold to a company. The
property owner also agrees to let the county market the land to industry. Ms. Spinks recommended that the county
take out options for at least five years with automatic renewals.
The county could also obtain a letter of intent from the land owner guaranteeing the property's sale. But some
companies are uncomfortable with that, she said! .
Once the property is available for sale to companies, it must be prepared. Companies want land that is ready to be
built upon, Ms Lilley said. That means conducting surveys, preparing maps, soil tests and other preparations. It
costs about $50,000 to prepare each site. The county can get state grants to pay for it, she said.
But the bottom line, the consultants said, is that companies expect cheap -- or free -- land and buildings. And once
they own them, they want to be able to act fast to construct a new building or to move into an existing one.
"They're in a hurry," said Ms. Spinks. "And they want to be able to get it as cheap as possible."

Comments: Hey all! I am a 40 yr old biologist and francophone. I have been teaching Marine Biology & Honours Bio for last 2 years, and now will be teaching French (along w/Biology). Any comments from anyone who has lived in Togo? Comments: My name is Dudley Parkinson and I have recently started a tour company specializing in ecologically and culturally appropriate travel to West Africa. Through my work as a Peace Corps Volunteer in Cameroon from 1976 to 1978, several years as a trainer throughout West Africa, and a position as Associate Peace Corps Director in Togo from 1996 to 1999, I've come to love the region and the people I've met there. I also learned that much of the development work being done in Africa is counter-productive in that it often creates, rather than alleviates, dependence on outside forces. Often the only good I've seen come out of foreign development projects is the contact between peoples of different cultures. This interaction is not always positive, especially if it is imposed by Westerners or if the participants aren't prepared for the differences (and similarities) in their customs and values, but it can be a good thing for everyone involved
if all interests and perspectives are considered.
DreamWeaver Travel was created in order to allow Americans and others to experience the beauty and wisdom and dignity that lives in West Africa. To allow them to see and get to know at least a little bit of the daily lives of people who have a very different world view and perspective from the Western one. And, through providing this experience, to create a web of knowledgeable and concerned "Africanists" who could serve as advocates for positive change on that continent. We also hope to do our little part in sharing the wealth by leaving as much of the tourist dollar as possible with the local communities we visit and by helping local artists and craftspersons to market their art and craft.
In addition to offering thoughtful, responsible travel, DreamWeavers is also committed to supplying tours which are custom-designed to respond to each traveler's interests and capacities. We offer first-hand knowledge of some of the most interesting destinations in Africa and we will work with travelers at any level they require - from just some consultation to taking care of all arrangements in an all-inclusive package tour. Right now we're concentrating on only three countries - Niger, Togo, and Cameroon - because I have direct experience with the trips offered and the local tour operators and guides in these countries. As I become more experienced in organizing trips in the region I hope to be able to offer travel to other West African countries including Mali, Ghana, CAR, Gabon, and possibly Chad.

just checking in to say hello. my son enyo is now 1 1/2 and he's really enjoying going to kindergarden. his dad is still in togo, but will hopefully come soon. we visited togo for 2 month last year when enyo was half a year old. i hope to be able to go there again soon. i really liked the way enyo was welcomed.

Comments: Greetings RPCVS - I was in Togo 78-84 and would welcome a note from anyone who remembers me when I was young, tanned and fit.
But I am on a mission today. I have lost contact with Bill Ferguson AKA "Bafillo Bill", and would like to get in touch with him. I'm not the repo man - though Bill has probably gotten a visit from him from time to time as well. Bill was in Seattle when last I knew (early 90s) - and we shared a microbrew or two. If anyone has an email or phone for the notorious bevu of Northern Togo - please drop me a note.
I'm in Sacramento CA these days, work for a community college doing custom training programs for business and public agencies. Often have an urge to have some fufu and a BB - but then don't we all.
