RE: WE NEED YOU TO JOIN A COALITION, NOW, IN SUPPORT OF THE PROPOSED NEW PEACE CORPS LEGISLATION THAT, IN ADDITION TO STRENGTHENING THE PEACE CORPS, PROVIDES HUGE NEW OPPORTUNITIES FOR RPCVs AND RPCV GROUPS!

1. A new bill, the "Peace Corps Charter for the 21st Century Act," is about to be introduced into the Senate & House by Senator Chris Dodd (RPCV) and Representatives Sam Farr (RPCV) and Mark Udall.

2. This bill represents a huge step forward in expanding the role of RPCVs both within and outside of Peace Corps, and creating a new $10 million fund to support innovative RPCV projects both domestically and internationally. (See section "High lights of PC Charter" below for the details. We have also attached a copy of the Draft Legislation to this email.)

3. At the June 20-23 RPCV 40th plus 1 Reunion / National Peace Corps Association Conference in Washington, DC, we need to build a strong coalition of as many RPCV groups and individuals as possible. With several thousand RPCVs coming together in one place, this is a crucial time for building broad support for this bill, especially for the provision that will support RPCV initiatives.

4. If we can go into this June Conference with your support and endorsement and that of your entire group, this will greatly energize our ability to recruit others to this cause.

5. With endorsements from you, your group, and all the other groups, we can convince Congress to pass this bill and provide the funding for it.

HERE'S WHAT YOU CAN DO!

1. Email us, ASAP, permission to add your name to a list of RPCVs who endorse this bill. We need name, address, phone number, and country and years of service.

2. Distribute this email to all the RPCV¹s in your group, and ask them to also email us with the same permission and information.

3. If you are not the President of your RPCV group, please inform us who is the president, plus their phone number and email address. Call this person and ask them if they would quickly survey your group's membership, so we can get the endorsement of your group---as a group (eg RPCVs of Northern California).

4. Call individual members of your group, encouraging them to email us their endorsement and encouraging them to contact the president of your group, urging the endorsement on the part of the entire group.

5. The Coalition will provide you with ongoing information about the progress of this legislation and how to seek the support of your Members of Congress.

Our goal is to begin the June Conference with the endorsement of at least 10 RPCV groups and as many individuals as possible.

* Hibbard is an M.D. practicing in Boulder, Colorado, and a constituent of Congressman Udall, as well as a former Peace Corps Physician in India. Landrum is a former president of the NPCA and RPCV/Washington, and a key figure in the passage of the National and Community Service Acts of 1990 and 1993 (establishing AmeriCorps). Both are active members of the NPCA and have worked closely with the offices of Senator Dodd and Congressmen Udall and Farr in drafting this legislation, as well as consulting extensively with the NPCA leadership and an Advisory Group of RPCVs.

HIGHLIGHTS: THE PEACE CORPS CHARTER FOR THE 21ST CENTURY ACT

1. Establishes a 4th Peace Corps goal "to help promote global acceptance of the principles of international peace and peaceful coexistence among peoples of diverse cultures and systems of government."

(This aids RPCVs whose focus is international and who have been working on projects such as those of Liberian RPCVs trying to end the civil war in Liberia, or Ethiopian RPCVs working to settle the war between Ethiopia and Eritrea)

2. Provides a fund of $ 10 million per year to be used by RPCVs "to develop programs and projects to promote the 3rd and 4th goals of the Peace Corps."

(Now we would have significant, renewable funding for important programs and projects both in this country and in the countries in which we served)

3. Calls on the Peace Corps Director to more fully utilize RPCVs in opening and reopening Peace Corps countries.

4. Keeps the PC independent from the USA Freedom Corps.

5. Call for a very carefully thought out and safe expansion of PCV numbers.

6. Calls for an expanded Crisis Corps.

7. Calls for the creation of an Office of Strategic Planning, to bring imagination and creativity to guide the long term planning of the Peace Corps.

8. Calls for a National Peace Corps Advisory Council composed entirely of RPCVs, which the PC Director would be required, by law, to consult with regularly.

9. Includes a global infectious disease initiative.

to whom this may concern-
