Dear Senator

I am writing you as a Returned Peace Corps Volunteer who served in Peru from 1970 to 1973. There I saw the difference the Peace Corps can make as a people-to-people program to bring people of diverse cultures together. In the aftermath of 911, the Peace Corps can have a tremendous long term effect encouraging international understanding that can help prevent future 911's.

Last week Senator Chris Dodd introduced Bill S2667 (HR 4979) which contains the enabling legislation to meet President Bush's goal of doubling the Peace Corps within the next five years. I am writing to urge you to support this bill and to become a co-sponsor. Now while the Senate considers the creation of a Homeland Security Department with an annual budget of $37 billion, I hope you will support an improved and enlarged Peace Corps whose total budget at the end of the 5-year doubling in size will be less than 1.5 per cent of that amount.

One hundred members of our local group of Returned Volunteers will be meeting later in July to discuss this legislation and members will be signing a letter to you endorsing this bill. Can I tell them that you already support this bill as a co-sponsor? Thank you very much for your support of this important legislation.

REF: The Peace Corps Charter for the 21st Century Act (HB 4979)

Honorable Congressman Boyd:

It was a pleasure speaking with you at the Democratic Club of North Florida Picnic today. I am a member of the Returned Peace Corps Volunteers of North Florida, an affiliate organization of the National Peace Corps Association. Senator Dodd, Connecticut, (RPCV, Dominican Republic), Chair of the Subcommittee on Western Hemisphere, Peace Corps, and Narcotic Affairs, introduced the Peace Corps Charter for the 21st Century Act (S. 2667) on June 21, 2002. Congressmen Sam Farr, California, (RPCV, Colombia) and Mark Udall, Colorado, (mother was PCV in Nepal) introduced similar legislation in the House (HB 4979). I strongly support this proposed legislation, currently referred to the House Committee on International Relations.

This legislation was introduced in both the Senate and House to: double the number of PCVs (from 7,000 to 15,000) in 5 years, which the President has called for in his State of the Union address; double the Peace Corps' funding in 5 years; increase the accountability and communication of the Peace Corps to both Congress and the RPCV community; keep the Peace Corps an independent agency; increase utilization of RPCVs to help open and reopen PC countries; re-examine student loan forgiveness and increase the readjustment allowance; begin a large infectious disease training initiative for all PCVs; and create a fund of $10 million/year for RPCVs to undertake community- based projects to carry out the goals of the Peace Corps.

Like yourself I am a Vietnam Era Veteran, and I believe that our nation’s strength lies not only in its military and economic power, but also more importantly for the future, in the power of its ideals, values, and democratic institutions. The Peace Corps is one of the most effective modes of public diplomacy available to our nation to promote understanding of American ideals and values to the peoples of the world.

I encourage you to support this legislation and cosponsor the Peace Corps Charter for the 21st Century Act (HB 4979). Cosponsoring this proposed legislation would demonstrate to the nation Florida’s commitment to President John F. Kennedy’s vision for the Peace Corps of “promoting world peace and friendship.”
