The USA Freedom Corps' TIPS Program - For and Against



The Terrorism Information and Prevention System (TIPS) Program is a Citizen Corps Program to collect information on citizens and suspected terrorists from volunteers whose work provides access to homes and businesses. The TIPS Program is part of the USA Freedom Corps, the umbrella organization that includes the Peace Corps.

TIPS is one of the most absurd, obscene, obnoxious, repressive, repugnant, and undemocratic idea that any governmental official could propose. The PEACE CORPS should not be affiliated in any way with the USA (ANTI-) Feedom Corps.

I am seeing too many freedoms being abridged by the guise of Homeland Security.

Being linked to this proposed TIPS program in any way will render Peace Corps volunteers almost useless throughout the world. They are greeted with skepticism and suspicion upon arrival at many sites now until they are able to secure the confidence of the local people. (I was considered a spy for several weeks when I arrived in rural Panama in 1964.) They could be in physical peril in many places if this connection were known.

The notion of instituting such an activity as a government "program" is truly Orwellian and would rightfully place the United States on the now fabled Axis of Evil. To organizationally affiliate it with the Peace Corps would be laughable in a Peter Sellers movie. Coming from our government, it is terrifying!

Peace Corps volunteers around the world have to earn the trust of their local community. The idea of the Peace Corps volunteer who is really a spy is perhaps strongest in the Former Soviet Union (FSU). With the death of Edward Howard in Moscow, RPCV turned CIA agent, and the addition of TIPS as a "sister organization" to the Peace Corps, the FSU's suspicions are warranted. The Peace Corps as an organization and individual returned and current Peace Corps volunteers should be in no way connected to covert foreign or domestic intelligence operations. It is no wonder that Russia has decided against issuing visas to current and new volunteers

TIPS is only the tip of the iceburg. Many other new programs are designed to gather, store and monitor information about private citizens, including Community Mapping, Planning and Analysis for Safety Strategies (COMPASS-a growing national ID database), Asset Based Community Development (ABCD), Landlord Training, Building Livable Communities, Creating Safe Streets and many, many more. Rest assured, regardless of the public outcry, the TIPS program will be implemented.. it already has been under various disguises.
