For the National Peace Corps Association

Introduction

The National Peace Corps Association (NPCA), a nonprofit organization, is seeking a consultant to prepare a “5 Year Information Technology Strategic Plan” – based upon an in-depth Needs Assessment – to be submitted to its Board of Directors the first week of June 2002.

This RFP seeks brief, letter-typed proposals to perform this study, which will be followed up with individual discussions.

The proposals must be received either by e-mail or in written form (electronic copy included) at the NPCA office in Washington, DC no later than 5:00 PM Monday, April 15, 2002.

Specifications for this RFP are presented below.

Background

Currently comprised of 16,000 members, the NPCA has the potential to develop a membership of 160,000 Returned Peace Corps Volunteers (RPCV) and Friends of RPCVs.

This membership currently incorporates 140 Country-of-Service and Geographical affiliate groups located across the United States and the world.

The Association has a staff of 10 professionals at its DC office.

Goal

The successful RFP will be a report that: a) assesses the information technology needs of the NPCA and b) develops a strategic plan that enables the NPCA to meet its IT needs with 2002, 2005, and 2007 milestones.

The report will be based upon a site visit to the NPCA offices and interviews with members of the staff, the IT Task Force, and the Board of Directors.

Some preliminary documentation of existing systems and "wish lists" for the future has already been prepared.

Objectives

This report – to be presented to and discussed by the NPCA's Board of Directors at its summer meeting on June 19, 2002 – will provide specific IT investment recommendations as follows: Identify the NPCA's near, medium and long term IT needs – including both hardware and software; Prioritize these IT needs; Outline the development projects and procurements that need to be undertaken; and Identify the financial costs and staffing needs to enable successful implementation, including recommendations on how to meet those financial and human resource needs.

Note: the actual development work and acquisition / installation of equipment will be the subject of a later RFP based upon the strategic plan.

Requirements For Consideration

The successful Proposer – in direct consultation with designated NPCA staff members – will identify what the NPCA wants to accomplish through the investment of information technology.

A “5 Year Information Technology Strategic Plan” will consider the potential impact of IT investment as it affects the following NPCA system components:

1.In-house hardware and software;

2.Membership and Fundraising database;

3.Communications to and within membership, affiliated groups, staff, the Board of Directors, and the general public;

4.Current and new Websites to provide member interactions, restricted access to databases, interaction with existing list-servers, discussion forums, and e-commerce functions; and

5.Accounting systems.

RFP Specifications

One (1) to two (2) typewritten pages describing the approach you would take, the scope of IT features or capabilities that you would be looking at, and what previous experience you have in those areas.

A cost bid that corresponds to the proposed scope of work.(Note: if you would like top break the proposal into a primary scope of work and one or two optional activities, then please provide separate bids for each work element.) Three (3) professional references, including current contact information.

An attached statement of your company’s qualifications, or resumé (s) of the consultants being proposed.
