1. NPCA Board Chair Resigns after Accepting Peace Corps Position

National Peace Corps Association Board Chair K Richard Pyle announced this month that he was resigning from the NPCA board and his position as chair due to a conflict of interest after his acceptance of a position with the Peace Corps. A board member for six years, Dick has been chairman since August 2000. He is now a Special Services officer at Peace Corps. He was a PCV in the ‘60s and a country director in the ‘90s.

Dick, who lives in Virginia with his RPCV wife, Betty, said he would continue to have an active interest in the work of NPCA and the importance of the organization’s third goal efforts. In his resignation letter, he thanked board members for the honor of being elected to serve as chair. He said it had been a pleasure to preside over a significant increase in the quality of NPCA programs, the stabilizing of the budget and the growth in membership that bodes well for the future. He said the organization is at a point where it can make great strides in better achieving the third goal of the Peace Corps.

Board Vice Chair Pat Reilly will assume the duties of chair on an acting basis until an election can be held. At the June Board meeting, the board will elect a chair along with board officers for the 2002-03 year.

2. Request for Proposals for NPCA InfoTech 5-Year Strategic Plan

The National Peace Corps Association (NPCA), a nonprofit organization, is seeking a consultant to prepare a “5 Year Information Technology Strategic Plan” – based upon an in-depth Needs Assessment – to be submitted to its Board of Directors the first week of June 2002. This RFP seeks brief, letter-typed proposals to perform this study, which will be followed up with individual discussions. The proposals must be received either by e-mail or in written form (electronic copy included) at the NPCA office in Washington, DC no later than 5:00 PM Monday, April 15, 2002. 3. NPCA’s Career Fair and Workshops

Looking for a job, a fellowship or just want to find direction in your life? Come to the NPCA’s Career Fair and Workshops June 21 and 22. The Career Fair and Workshops are free to all conference registrants and only $35 for non-registrants. The Career Fair will be open on Friday, June 21 from 9-5 and the Career Workshops will run Friday, June 21 and Saturday, June 22. Registration for this event on the NPCA website at http://www.rpcv.org (click on Honor the 40th). To sign up for the Career Fair and Workshops online, go to the conference registration section of the NPCA website, fill out the conference registration form and choose “Career Fair Only”. I wish Mr. Pyle well in influencing the Peace Corps for the good in the years ahead.

He has a tough job ahead of him, particularly if the Peace Corps is subsumed under the Freedom Corps.

Among challenges for Peace Corps administrators in the immediate future are: matching "reach" and "grasp"; aggressively seeking training protocols to match specific needs; utilization of advanced communications technology to manage workforce in the field. Re: reach/grasp paradigm, rapid expansion sounds good politically but suicidal, practically. Re: training protocols, proven (if such exist) programs to help inexperienced teachers/advisers work with illiterate older students and to find the subtleties necessary for success with boys as well as girls, need to be found and contracts let with trainers. RE: use of technology not only means keeping track of volunteers from a security viewpoint, but could mean staying abreast of their needs.
I guess my concerns for Mr. Pyle could be summarized in phrase: seek small success, avoid large errors.

I really appreciate the performance and contribution of Peace Corps in Albania, Tirana, but employees like Diana Djaloshi who is not honest and fair would bring shame to the institution. There are a lot more devoted and professional people who would like to join the organization and add values to it. But she impedes such professional and good people to give their own contribution.
