NPCA says Dodd Bill dead in House

Read and comment on this email from the NPCA listserv that says the amended Dodd Bill (S-2667) died in the House November 14 despite the efforts of RPCV members of the House of Representative, the Peace Corps and the NPCA Mandate Group.

Henry Hyde (R-IL), Chairman of the House International Relations Committee, is reported to have said that the Committee wished to develop its own version of the Bill and that his Committee would give priority to this legislation in the new session. Read the story at:

Dodd Bill (S-2667) Dies in the House

Despite the efforts of RPCV members of the House of Representative, the Peace Corps and the NPCA Mandate Group, the amended Dodd Bill (S-2667) "Peace Corps Charter for the 21st Century," died in the House November 14. The Senate had passed an amended bill October 15 which met a variety of suggestions from the NPCA, the Peace Corps, and Congressional critics of the original bill. Mandate Group Director Dave Hibbard and NPCA President Dane Smith asked the five members of the House who are Returned Peace Corps Volunteers to request the Speaker to suspend the rules to permit passage of the Bill during the lame-duck session. The Members made the request, but we are informed that Henry Hyde (R-IL), Chairman of the House International Relations Committee, responded that the Committee wished to develop its own version of the Bill. Hyde reportedly said the Committee would give priority to this legislation in the new session.

The NPCA wishes to thank all Peace Corps alumni who worked hard for Passage of the Bill during the 107th Congress, including Roger Landrum & Dave Hibbard, leaders of the Mandate Group, NPCA Advocacy Coordinator Ed Crane and, in the Congress, Sen. Dodd and his senior staffer Janice O'Connell, Congressmen Petri, Shays, Walsh, Farr and Honda. Passage of a comparable but even better bill will be our objective in the 108th Congress!
