I distinctly remember following the developing North Korea situation, and the cutoff of fuel supply was a direct US response to ALREADY EXISTING N. Korea violations. The article claims that the US caused violations by halting shipments. One fact, big difference.

The cut-off was in response to the self-revelation that the North Koreans had an active nuclear weapons program. I am sure Mr. Schultz knew that.
