US civilians and military working in Iraq are directly under the auspices of the US Department of Defense. In all regions the military commanders are in charge, even over the CPA operations, when it comes to a crunch. All of them are Rumsfeld's people. This is also true for USAID staff, contractors and grantees.
The confusion and mixing of military and humanitarian assistance people and functions makes it increasingly dangerous and frustrating to NGO and PVO HA providers.
The DoD has offered arms orientation and training to USAID contractors bound for Iraq. Do we want the PC to be similarly equipped? PC Special Ops? I don't think so!
We really have not begun to help Iraqis at this point. Unitl we sort out and get better leadership to help Iraq to begin the peace and democratization process, the PC (AND USAID!)_should stay out.

The surest way to kill the PC is to have it work with the military. Just as the PC at its beginning worked hard to avoid even the appearance of working with U.S. intelligence agencies, so should it avoid even the appearance of working with the military. This is not a knock on the military. It just recognizes the reality that the credibility of the PC is fragile and requires constant vigilance.

PC was invented by the military(I must also mention Kennedy and the Green Barets)and Sargeant Shriver really was a Sargeant. The PC is forbidden from spying because a bunch them were caught in Africa and sent home or killed. PC no longer works with intelligence (U.S) agencies.
