Bush is on a fund raising tour. If he also does something which can be considered part of his official duties, then the government pays for his transportation and his campaign funds don't have to be used. Meeting with Peace Corps Volunteers is "safe." In Denver, he met with a young Red Cross Volunteer. This presidential practice is not confined just to Bush, Clinton did it, too.
But, it doesn't mean anything.
