To me having been in the Peace Corps twice (Philippines 88-90; Belize 2000-2002) I felt safe since I was living in a small village and the villagers would do anything to protect me, even when the NPA and army were shooting within earshot. My big fear is that people of other countries will see that APCDs must have Top Secret Clearances and will easily come to the conclusion that Peace Corps is an arm of our Intelligence and that belief will put volunteers in jeopardy.

All Pecace Corps Volunteers have a clearance after they take their oath. The problem with intelligence seems to be that there is no rule banning current or past volunteers from doing this.
