In July of 1974, I saw a letter Charlie Dean (brother of Presidential candidate Howard Dean) had written to the Orange County Board of Elections (NC) asking that an absentee ballot be sent to him in Kathmandu, Nepal. My recollection was that it was to be in care of a Peace Corpos address. The letter no longer exists. Charlie was captured by the Pathet Lao shortly after the letter was written.
