I thought the Peace Corps was during World War II. Is that not correct? If not, when did it actually begin?

It was founded in 1961.

The idea wa from Congressman Reuss from Wisconson and Peace Corps was founded by Senator Humphrey of Minnesota-Foreign Relations Committee-(I got immediately this was the birthing place)-Senate Bill S 3675.

What is the realtionship bewteen the Peace Corps and the CCC project called Camp William James?

I did some research and Camp William James was CCC Volunteer Service experiment in 1940 supported by Roosevelt. It emphasized 'Democratic' diversity, much like the Peace Corps does today. You can find more information at The James F. Justin CCC Museum.
