The Johnson Administration attempted an expansion to 10,000 Volunteers with cost cutting as part of the process. Some of the sacred cows, however, were retained such as the five-year rule for staff in the name of not establishing an entrenched bureaucracy. A ten-year rule should work better, especially in improving Volunteer safety.
A more recent practice has been to use management firms to recruit country directors. (How many MBAs know much about functioning in a Third World management culture or something in between -- talk about cultural shock!) This was a sign of another shortcoming that might be better addressed by compromising the five-year rule to a ten-year rule.
