I served as a Peace Corps volunteer in Honduras from 1977-1979. Frankly, I think the Dayton Daily News has done a great job of denigrating an agency that has spread more ambassadorial good will than any other in the field of foreign aid.
This does not mean that the Peace Corps shouldn't continue to be responsive to problems in some countries.
I returned to Honduras as an employee of the State Department after working in the states for nine years. The volunteers I met upon my return were very positive about their time overseas.
If the DDN is in the business of searching for a Pulitzer with a "shocking expose," then it should just go ahead with its sensationalist approach. It is not the whole truth.

See, they promoted you to State Department. Being a sycophant doesn't necesarily mean your qualified for the job.
There are more magazine and stories coming. When you don't defend your colleagues when you know these problems happen, your apathy brings on the articles, the stories, and the truth.
Peace Corps needs to change its attitude toward the victims of violence.
You work for the State Dept.. You know the world has its characters. Yet, you continue back up Peace Corps on bad policy.
