NPCA's Strategic Action Plan is a big step in the right direction. The process did reach out to a a wider leadership base. If it had reached out to the RPCVs at large, especially those were disaffected by the NPCA and did not join or renew, that would have been better. I have no idea if this would have changed anything but a lot more RPCVs would have felt they had had some input.
