Bush tends to talk a good line but his actions tell another story (for example, No Child Left Behind is underfunded in the extreme). On the other hand, Kerry needs educating about the kinds of volunteer positions that countries are wanting to fill these days. I suspect that kids straight out of high school are not what they most need; when I last looked, the countries were becoming more sophisticated in their requests.
