Kerry presents plan to cut deficit
WASHINGTON, April 7 (UPI) -- Presidential candidate Sen. John Kerry, D-Mass., Wednesday presented his plan to cut the budget deficit using reinstated taxes and funding restrictions.
"It's time to return our government to fiscal responsibility, and it's time to return our country to investment in the future, to job creation and to the rising standards of living that Americans deserve and that all of you are hoping for when you graduate from this great institution," he told his audience at Georgetown University in Washington.
Kerry said the plan would allow him to increase funding for education and healthcare while at the same time cutting taxes for the middle class. The strategy involved rolling back President Bush's tax cut to Americans making more than $200,000 a year, making all spending proposals deficit neutral and cutting corporate welfare.
Kerry also said his own proposals, including universal healthcare for children and Peace Corps-type program for high school graduates, would be subject to the deficit-neutral requirements, which his advisers said was setting a new tone in leadership on fiscal discipline.
