HEADING THIS WAY is the National Peace Corps Association conference Aug. 5-8 at the Palmer House Hilton. Among the speakers slated to appear are MSNBC "Hardball" anchor Chris Matthews, Wisconsin Gov. Jim Doyle with wife, Jessica, the new vice president of Afghanistan Hedayat Amin-Arsala, U.S. Rep. Jan Schakowsky and Ald. Ed Smith (28th).
