Appropriations Committee Reports Fiscal Year 2005 Foreign Operations Appropriations Bill
The Senate Appropriations Committee today approved the fiscal year 2005 Foreign Operations Appropriations bill. Highlights of the bill are below.
FY 2004 ENACTED: $17.5 billion
FY 2005 REQUEST: $21.4 billion
FY 2005 SENATE: $19.5 billion
FY 2005 HOUSE: $19.4 billion
The Senate bill is $1.8 billion below the FY 2005 budget request.
HIV/AIDS
$2.4 billion for the President’s initiative to combat HIV/AIDS, TB and malaria from all accounts in the bill, including $1.45 billion for the Global HIV/AIDS Initiative and $400 million for a U.S. contribution to the Global Fund to Fight AIDS, Tuberculosis and Malaria, of which $150 million is designated as emergency spending. The total is $220 million above the budget request.
COUNTERTERRORISM/COUNTERNARCOTICS
Full funding of the budget request for programs to combat international terrorism and narcotics, including $415 million for the Nonproliferation, Anti-Terrorism, Demining and Related Programs (NADR) account, $731 million for the Andean Counterdrug Initiative, and $104 million for Peacekeeping Operations.
$329 million for International Narcotics Control and Law Enforcement, $30 million below the request, but $89 million above last year’s level.
Full funding of the budget request for Israel, Egypt, Jordan, Afghanistan and Pakistan, including authority for up to $200 million in debt relief for Pakistan in Economic Support Funds.
$360 million in debt relief for Iraq, and authority to exceed existing transfer limits in the “Iraq Relief and Reconstruction Fund”.
$20 million for a newly created Conflict Response Fund to assist in stabilizing and reconstructing countries impacted by conflict or civil strife.
REFUGEES/DISASTER AND FAMINE ASSISTANCE
$775 million for Migration and Refugee Assistance and $50 million for the Emergency Refugee and Migration Assistance Fund, an increase of $45 million and $30 million, respectively, above the budget request. Increases are intended for crises in Africa and elsewhere, including Sudan.
$385.5 million for disaster and famine assistance, the same as the budget request.
Over $615 million for Sudan, including $394 million from the State Department’s anticipated fiscal year 2005 allocation, $150 million transferred from funds previously appropriated for Iraq, and additional assistance under the MRA and ERMA accounts.
MILLENNIUM CHALLENGE CORPORATION (MCC)
$1.12 billion for the Millennium Challenge Corporation, an increase of $120 million over the FY 2004 enacted level.
HEALTH PROGRAMS
Over $1.6 billion for the Child Survival and Health Programs Fund, which includes:
$345 million for child survival and maternal health, an increase of $15 million above last year’s level;
$30 million for vulnerable children; and $200 million for infectious diseases.
OTHER PROGRAMS
Over $1.4 billion for Development Assistance, an increase of $130 million above the budget request. This includes $335 million for basic education.
$410 million for Assistance for the Eastern Europe and Baltic States, the same as the budget request.
$560 million for Assistance for the Independent States of the Former Soviet Union, an increase of $10 million above the budget request. $20 million is provided for the Russian Far East, $100 million for Georgia, and $75 million for Armenia.
$310 million for the Peace Corps, the same as last year’s level.
$90 million for International Military Training and Education programs, the same as the budget request.
$157 million for the Export-Import Bank, $10 million below the request but $118 million above last year’s level.
$49 million for the Trade and Development Agency, which is $1 million below the request.

The Committee supports the initiation of new programs in Cambodia, Vietnam, and Sierra Leone, and recommends the phase-out of Peace Corps programs in Thailand.
