Interesting article, is Peace Corps part of this NGO debate. The amount of money spent on Peace Corps administration such as salary, housing, and expenses of cds, apcds, pcmos, etc, it is probably a lot more than the typical spa project fund granted to a pcv to help a village. I guess this is what grassroots and cultural exchange is all about.
