Washington -- President Bush has signed into law the bill approving spending during the fiscal year that began October 1 for most U.S. government agencies, including most foreign programs.

The president issued a statement December 8 after signing the bill. Congress passed the bill in November, but delayed sending it to the president until members voted to remove a controversial section that would have allowed congressional staff members to examine individual income tax returns.

Of the omnibus spending bill's $822 billion total, foreign programs get $19.8 billion -- up 13 percent from 2004 but 7 percent less than the president requested.

For the global fight against HIV/AIDS, Congress appropriated altogether $2.9 billion -- 21 percent more than fiscal year 2004 and the largest amount ever authorized for HIV/AIDS. Most of the money is earmarked for the five-year program Bush announced early in 2003.

Congress approved spending $1.5 billion for the Millennium Challenge Account, the Bush administration's supplemental aid program designed to reward countries that govern justly, invest in their people and encourage free markets. The administration had requested $2.5 billion.

The bill provides $2.2 billion in military financing for Israel and $1.3 billion for Egypt. It provides $360 million in economic assistance to Israel, $535 million to Egypt.
