Kevin Quigley is president of the National Peace Corps Association, a nonprofit group of former Peace Corps volunteers who finished their service and want to continue philanthropic work. Through his own time in the Peace Corps, as well as his affiliations with Church World Service, Lutheran World Relief, and the American Council for Voluntary International Action, a coalition of about 160 humanitarian organizations, Quigley is familiar with various types of disaster relief.
Basically, Quigley says, it becomes a question of what to give and when to do it.
"It’s not just getting them access to potable water and clean shelter," he says, "but it’s also getting them the tools to rebuild their lives."
A huge challenge to doing that, Quigley says, is attention span.
"The world focuses on these huge disasters ... for a relatively short time," he says, "and then we move on to something else."
Thus, up until the last decade, Quigley says, many well-intentioned assistance efforts didn’t always produce the best results. That is changing, he says, as people have learned a few other lessons, such as not to send items without first assessing the victims’ needs.
