ALBANY, N.Y. -- A joint session of the Legislature on Tuesday appointed UNICEF Executive Director Carol Bellamy and nominated five others to the board that sets state education policy.

Nominated to a five-year term was Long Island developer and philanthropist Roger Tilles. The joint session of the Legislature, dominated by Assembly Democrats, was expected to approve him and also reappoint Chancellor Robert Bennett of Erie County, Vice Chancellor Adelaide Sanford of New York City, James Dawson of Clinton County and Harry Philips 3rd of Westchester County.

Bellamy was approved 147-12.

Assembly Education Committee Chairman Steven Sanders called Bellamy and Tilles "two of the most outstanding New Yorkers who, fortunately for us, volunteered their services."

About 45 candidates were interviewed.

Bellamy is scheduled to leave her UNICEF job April 30 after 10 years, the maximum term.

Before that she worked in the Peace Corps for former President Bill Clinton, some 30 years after she'd served as a volunteer for the organization in Guatemala. She had previous directed the Peace Corps, the first former Peace Corps volunteer to head the agency. She also served in the state Senate in 1973-77. Clinton earlier this year called her "a strong and effective voice on behalf of the world's most vulnerable children."

Last year she was named among the world's 100 most powerful women by Forbes magazine.

Bellamy said she still plans to run the Brattleboro, Vt.-based World Learning and its School for International Training. The group prepares students and professionals to work in international development.

Democratic Assemblywoman Joan Millman nominated Bellamy, calling her a political mentor, friend and a quick study who will quickly make an impact on the Board of Regents.

Tilles chairs the Long Island University Board of Trustees and has held several other community leadership positions.

State Regents are to be chosen by the full Legislature, but the Senate's Republican majority has withdrawn from the selection, saying GOP senators are allowed little influence. Dozens of fold-up chairs lined the Assembly chambers with the names of Republican senators taped on paper to each of them. Some Republican senators attended including those whose who represent districts in which the new and reappointed Regents reside.

"The system is flawed," said Assemblyman James Conte from the Assembly chamber floor before nominations. "We need to bring ... democracy back into the selection of the Regents."

The 16-member Board of Regents was created by the Legislature in 1784 and is the oldest continuous education entity in the nation, according to the state Education Department. The Regents aren't paid. They represent state's 12 judicial districts, and four members serve at large.

The White House is proposing $345 Million for the Peace Corps for FY06 - a $27.7 Million (8.7%) increase that would allow at least two new posts and maintain the existing number of volunteers at approximately 7,700. Bush's 2002 proposal to double the Peace Corps to 14,000 volunteers appears to have been forgotten. The proposed budget still needs to be approved by Congress.
