Collection Overview

The papers of Samuel P. Hayes in the Kennedy Library stem from Hayes's service as consultant to the Peace Corps (1960-1962). It was during this time that Hayes was asked by the Kennedy campaign staff to prepare a pamphlet considering the feasibility of an international peace corps. Hayes complied by writing a pamphlet eventually titled An International Peace Corps: The Promise and the Problems. It should be noted that this same pamphlet appears under several different names.

Researchers are advised to consult the President's Office Files, the White House Central Subject Files, the William Josephson papers, the Peace Corps microfilm, and the list of oral history interviews in the Kennedy Library for additional information on the Peace Corps.

This file contains incoming and outgoing correspondence. The bulk of the material covers 1960-1962. This material deals with suggested methods for organizing the Peace Corps and establishing personal training criteria for volunteers. It also contains general requests for information on the Peace Corps and correspondence from people interested in serving in the Peace Corps.

The bulk of this file contains reports from various universities and the United Nations on a possible youth/peace corps, papers from the Middle Level Manpower Conference on the shortage of middle level manpower allover the world, and drafts and notes for the pamphlet, An International Peace Corps: The Promise and Problems, which Hayes wrote. This pamphlet had several titles in draft form. Of special interest is the transcript of a TV show "The Peace Corps: What Shape Shall It Take?" Hayes was one of the panelists on that program along with Sargent Shriver, Hubert Humphrey, Senteca Kajuba, and Eleanor Roosevelt, discussion leader. This series also contains publications and press releases dealing with the Peace Corps.
