Tony Hall proposed this and then dropped the ball. He really didn't follow through. I don't think his heart was really behind this proposal or it would have made it through the Senate. Compromises on peoples lives and careers as volunteers is not courageous. Volunteers need a lawyer or guild of lawyers working for them probono. Do you have any ideas?
