Washington, DC -- Peace Corps Encore! has announced that C. Payne Lucas, who joined the staff of the Peace Corps in 1962 and later received the President's Award for Distinguished Federal Civilian Service for his contributions to Peace Corps as assistant country director in Togo, country director in Niger, Africa Regional Director and director of the Office of Returned Volunteers, has joined the Peace Corps Encore! Advisory Council.
"It is a privilege to welcome C. Payne Lucas to Peace Corps Encore!" said Jerr Boschee, chairman and CEO. "We will benefit greatly from the insights he has gained from his unparalleled record of making a difference in people's lives in the developing world, especially Africa as president of Africare."
Lucas joins Nicholas Craw and Kevin O'Donnell, former Directors of the Peace Corps, Gordon Radley, former Peace Corps Volunteer and also former president of Lucasfilms, and Robert Terry, former Peace Corps Volunteer and co-founder of Oxfam America, on the Peace Corps Encore! Advisory Council.
From 1971 to 2001, Lucas served as president of Africare, operating more than 150 programs in 26 nations, including civil-society development and governance, food security and agriculture, health and HIV/AIDS, and emergency humanitarian response. In 2001, he launched the HIV/AIDS Service Corps to provide support for indigenous volunteers working on locally identified needs in the battle against the AIDS epidemic.
Lucas, who was born in 1933 in Spring Hope, North Carolina, spent four years in the Air Force before earning a B.A. in history from the University of Maryland, Eastern Shore, and a master's degree in government from the American University School for International Studies.
