Appointed Board Member Jan Guifarro (RPCV Honduras) elected Chairman of the Board of Directors of the NPCA
Prior to joining Colgate, Jan worked in Consumer Affairs capacities of increasing responsibility at several companies including The NutraSweet Company, The Quaker Oats Company and World Book Childcraft International Inc. She is a returned Peace Corps Volunteer, spending 2 years as a volunteer in Honduras and 3 subsequent years training volunteers. She currently serves as a member of the Director’s Circle for the National Peace Corps Association (NPCA).
PCOL Comment: Gerald Ford was the first appointed Vice-President (under the terms of the 25th Amendment), and the only non-elected President in U.S. history filling the office without having been elected either President or Vice-President. When Nixon resigned in the wake of the Watergate scandal on August 9, 1974, Ford assumed the presidency. Immediately after taking the oath of office in the East Room of the White House, he spoke to the assembled audience in a speech broadcast live to the nation and noted the peculiarity of his position: "I am acutely aware that you have not elected me as your President by your ballots, and so I ask you to confirm me as your President with your prayers."
The Chairman of the Board is the most important officer in the NPCA. He/she presides at all meetings of the NPCA, appoints committee chairs and members, and is the official representative of the NPCA in matters involving groups external to the NPCA. It is the NPCA Board under the leadership of the chair that sets NPCA's policies not the President, who is an employee of the NPCA and who carries out the board's policies. Under the bylaws of the NPCA, members of the Board of Directors can be elected to the board by one of the Local or Country of Service Regions or they can be appointed to the Board by the NPCA's Chairman with concurrence of the board. Recognizing the importance of elected board members who represent actual constituencies of the NPCA, elected representatives are to be in the majority by one. For example, Ken Hill, the outgoing Chairman of NPCA's Board of Directors was elected to the board representing the Mid-Atlantic Region & Nationwide Groups and once on the board was elected Chairman by the other board members. We have nothing against Jan Guifarro and we are certain that she is highly qualified to chair the NPCA Board but in our opinion (as a member of the NPCA and a long time supporter of the NPCA as a member of the Director's Circle) the Chairman of the Board of the NPCA, an group that prides itself on being the premier membership organization representing Returned Volunteers and Staff, should be an elected member of the Board, not an appointed member.

Jan joined The Colgate-Palmolive Company in 1991. Her current responsibilities include: managing and administering the Consumer Affairs function on a world-wide basis, strategic planning and implementation, developing long range/annual budgets, plans and objectives, monitoring the level of consumer satisfaction with the department, ensuring the information flow to management is timely and meets determined needs, providing actionable input into market planning and issue tracking, and activating the internal crisis communication network as needed. In addition, Jan is responsible for expanding the Consumer Affairs function on the World Wide Web and managing the co-sourcing partner.
Previously at Colgate, Jan took on an 18 month Global Consumer Affairs project which involved the implementation and growth of Consumer Affairs Departments in Colgate's Global arena. Responsibilities included participation in the installation of a computerized response system and the subsequent training of staff, the improvement of overall C. A. operations and the management of communications. Installations were completed in Australia, Germany, France, the UK, Italy, Colombia, Canada and South Africa. The Global function is now operational in over 30 countries around the world.

Jan currently chairs the Public Relations Committee for the Soap & Detergent Association and is a former Director on the Society of Consumer Affairs Professionals (SOCAP) Board. Jan serves as a Mentor in the Women Unlimited Program. Jan has received various awards including the YWCA Women’s Achiever Award and Colgate’s Chairman’s You Can Make a Difference Award.

| Chris Dodd's Vision for the Peace Corps Senator Chris Dodd (RPCV Dominican Republic) spoke at the ceremony for this year's Shriver Award and elaborated on issues he raised at Ron Tschetter's hearings. Dodd plans to introduce legislation that may include: setting aside a portion of Peace Corps' budget as seed money for demonstration projects and third goal activities (after adjusting the annual budget upward to accommodate the added expense), more volunteer input into Peace Corps operations, removing medical, healthcare and tax impediments that discourage older volunteers, providing more transparency in the medical screening and appeals process, a more comprehensive health safety net for recently-returned volunteers, and authorizing volunteers to accept, under certain circumstances, private donations to support their development projects. He plans to circulate draft legislation for review to members of the Peace Corps community and welcomes RPCV comments. |
| He served with honor One year ago, Staff Sgt. Robert J. Paul (RPCV Kenya) carried on an ongoing dialog on this website on the military and the peace corps and his role as a member of a Civil Affairs Team in Iraq and Afghanistan. We have just received a report that Sargeant Paul has been killed by a car bomb in Kabul. Words cannot express our feeling of loss for this tremendous injury to the entire RPCV community. Most of us didn't know him personally but we knew him from his words. Our thoughts go out to his family and friends. He was one of ours and he served with honor. |
| Chris Shays Shifts to Favor an Iraq Timetable In a policy shift, RPCV Congressman Chris Shays, long a staunch advocate of the Bush administration's position in Iraq, is now proposing a timetable for a withdrawal of American troops. How Mr. Shays came to this change of heart is, he says, a matter of a newfound substantive belief that Iraqis need to be prodded into taking greater control of their own destiny under the country’s newly formed government. As Chairman of the House Government Reform subcommittee on national security, he plans to draft a timetable for a phased withdrawal and then push for its adoption. A conscientious objector during the Vietnam War who said that if drafted he would not serve, Chris Shays has made 14 trips to Iraq and was the first Congressman to enter the country after the war - against the wishes of the Department of Defense. |
| Peace Corps' Screening and Medical Clearance The purpose of Peace Corps' screening and medical clearance process is to ensure safe accommodation for applicants and minimize undue risk exposure for volunteers to allow PCVS to complete their service without compromising their entry health status. To further these goals, PCOL has obtained a copy of the Peace Corps Screening Guidelines Manual through the Freedom of Information Act (FOIA) and has posted it in the "Peace Corps Library." Applicants and Medical Professionals (especially those who have already served as volunteers) are urged to review the guidelines and leave their comments and suggestions. | The Peace Corps is "fashionable" again The LA Times says that "the Peace Corps is booming again and "It's hard to know exactly what's behind the resurgence." PCOL Comment: Since the founding of the Peace Corps 45 years ago, Americans have answered Kennedy's call: "Ask not what your country can do for you--ask what you can do for your country. My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man." Over 182,000 have served. Another 200,000 have applied and been unable to serve because of lack of Congressional funding. The Peace Corps has never gone out of fashion. It's Congress that hasn't been keeping pace. |
