Full Committee Approves FY11 State, Foreign Ops, Labor-HHS, and Financial Services Bills

WASHINGTON, DC - Today, the Senate Appropriations Committee reported out three FY 2011 Appropriations bills: State and Foreign Operations, and Related Agencies, Labor, Health and Human Services, Education, and Related Agencies and Financial Services and General Government.

Below are summaries of each bill, which were reported out of the Full Committee by a vote of 18-12.

Summary: FY 2011 Department of State, Foreign Operations and Related Programs Appropriations LEAHY APPLAUDS COMMITTEE APPROVAL OF FY 2011 DEPARTMENT OF STATE AND FOREIGN OPERATIONS APPROPRIATIONS BILL WASHINGTON (Thursday, July 29) -- Senator Patrick Leahy (D-Vt.) Thursday welcomed Appropriations Committee approval of the FY 2011 Department of State, Foreign Operations, and Related Programs Appropriations Bill. Leahy, who chairs the Department of State and Foreign Operations Subcommittee, released the following statement:

"Although we could not fully fund the increases requested by the President, this bipartisan bill goes a long way to enhance the capacity of the Department of State and the U.S. Agency for International Development to carry out security, diplomacy and development programs in areas of crucial importance to the United States, particularly in Afghanistan, Pakistan, Iraq and the Middle East. It also provides new funding to help developing countries deal with climate change, and to support global health, agriculture and food security, disaster relief, and many other security, development and humanitarian needs. Senator Judd Gregg (R-N.H.), the Subcommittee's Ranking Member, was instrumental in helping craft this bill, and I greatly appreciate his input and support."

A summary of the funding measure approved by the Subcommittee follows:

FY2010 Enacted: $48.76 billion FY2011 Request: $56.64 billion Committee Bill: $54.06 billion

The bill totals $54.06 billion of discretionary budget authority for fiscal year 2011, which is $5.29 billion above fiscal year 2010 funding provided in the Omnibus Appropriations Act, 2010 and $2.6 billion below the President's FY11 request.

The bill does not contain any congressional directed spending items or earmarks.

Title I – DEPARTMENT OF STATE The Committee provides $17.297 billion for Department of State and related agency operations, an increase of $52.3 million above the President's request and $1.354 billion above the FY10 enacted. HIGHLIGHTS BY ACCOUNT • Diplomatic and Consular Programs. The Committee provides $9.6 billion for the D&CP account, $54.8 million above the request. The increase includes the amount within D&CP that the Administration proposed to cover through expanded retention of consular fees. The Committee also provides $1.616 billion for Iraq operations; $660.623 million for Afghanistan operations, and $92.574 million for Pakistan operations.

• Embassy Security, Construction, and Maintenance. The Committee recommendation increases funding for construction of new embassies by $166.66 million above the request to compensate for the amount the Administration proposed to fund with the expanded retention of consular fees.

• Worldwide Security Protection. The Committee recommends $1.681 billion for Worldwide Security Protection for non-capital security upgrades, $120.3 million above the request and $94.786 million above the FY10 level. This account funds Diplomatic Security agents, armored vehicles, and training. The increase above the request is to compensate for the amount that was proposed to be funded with consular fees.

• Educational and Cultural Exchange Programs (ECE). The Committee provides $654.277 million for ECE, $21.077 million above the President's request and $19.277 million above the FY10 level.

• Civilian Stabilization Initiative. The Committee cuts funding for the CSI by $134 million below the request. The Committee supports a reduced number of Active and Standby personnel and does not support additional funding for deployments.

• Contributions for International Peacekeeping Activities. The Committee provides $2.126 billion for CIPA, a decrease of $55.918 million below the below the President's request. That amount is transferred to the "Peacekeeping Operations" heading to cover the U.S. contribution for assessed payments for the AMISOM mission in Somalia.

• Contributions to International Organizations & Conferences. The Committee provides $1.575 billion for Contributions to International Organizations & Conferences (CIO), which is $20 million below the President's request.

• Broadcasting Board of Governors. The Committee provides $750.8 million for the BBG, which is $17.978 million below the President's request and $4.39 million above the FY10 enacted level. 3

Other Accounts: • International Fisheries Commissions. The Committee provides $51.5 million for 15 international fisheries commissions, which is $7.9 million above the President's request. This reflects the U.S. contribution for treaty-obligated commissions to assist U.S. fisheries to increase their catch limits, and provides funding for sea lamprey control and fishery research for the Great Lakes Basin and water quality improvements and lamprey control in the Lake Champlain Basin.

• The Asia Foundation. The Committee provides $19 million, the same as FY10 and $3.31 million over the request.

• East-West Center. The Committee provides $23.1 million, $11.7 million above the request and $100,000 above the FY10 level.

• National Endowment for Democracy (NED). The Committee provides $125 million for NED, an increase of $20 million above the request and $7 million above the FY10 level.

Title II – ADMINISTRATION OF FOREIGN ASSISTANCE Operating Expenses – USAID. The Committee provides $1.41 billion for USAID operating expenses, which is $63.5 million below the President's request and $23.7 million above the FY10 level. This continues the effort to address the staff shortages at USAID. Title III – BILATERAL ECONOMIC ASSISTANCE The Committee provides a total of $23.3 billion for bilateral economic assistance, $1.182 billion below the President's request and $1.548 billion above the FY10 level. Global Health and Child Survival (GHCS). The Committee provides $8.239 billion for Global Health Programs, which is $274 million below the request and $460 million above the FY10 level. • Child Survival and Maternal Health. The Committee provides a total of $641 million for Child Survival and Maternal Health, which is $59 million above the President's request. The Committee provides $33.1 million within this account for programs to eradicate polio.

• Family Planning. The Committee provides a total of $700 million from all accounts for family planning and reproductive health programs, including $55 million for UNFPA.

• HIV/AIDS. The Committee provides a total of $5.85 billion to combat HIV/AIDS, which is equal to the President's request and $141 million above the FY10 level.

• Global Fund to Fight AIDS. The Committee provides $800 million for the Global Fund, $100 million above the President's request and the FY10 level.

Development Assistance (DA). The Committee provides $2.779 billion for DA, $201 million below the President's request and $259 million above the FY10 level. International Disaster Assistance (IDA). The Committee provides $861 million for International Disaster Assistance, which is $300,000 above the President's request and $16 million above the FY10 level. Economic Support Fund (ESF). The Committee provides $7.157 billion for ESF, which is $655 million below the President's request and $820 million above the FY10 level. Assistance for Europe, Eurasia and Central Asia (AEECA). The Committee provides $715 million for AEECA, which is $1.3 million below the President's request and $26.6 million below the FY10 level. Democracy Fund (DF). The Committee provides $110 million for the Democracy Fund, which is $10 million below the FY10 level. The President's budget did not include funding for the DF, but many of these programs were requested under ESF. Migration and Refugee Assistance (MRA). The Committee provides $1.695 billion for Migration and Refugee Assistance, which is $89.6 million above the President's request and $10 million above the FY10 level. Peace Corps. The Committee provides $420.15 million, which $20.1 million above the FY10 level. Millennium Challenge Corporation (MCC). The Committee provides $1.105 billion for the MCC, which is $174.7 million below the President's request and equal to the FY10 level. Title IV – INTERNATIONAL SECURITY ASSISTANCE The Committee provides $9.02 billion for international security assistance and peacekeeping operations, $939 million below the President's request and $2.04 billion above the FY10 level. The Committee provides $55.9 million for peacekeeping in Somalia, requested under CIPA, under the Peacekeeping Operations (PKO) heading. International Narcotics Control and Law Enforcement (INCLE). The Committee provides $1.55 billion for INCLE, which is $47 million below the FY10 level and $586 million below the President's request.

Title V – MULTILATERAL ASSISTANCE The Committee provides $3.01 billion for multilateral economic assistance, which is $297.98 million below the President's request and $572.08 million above the FY10 level. • Climate Change and Environment. The Committee provides $723.75 million for the U.S. contributions to the Global Environment Facility, International Clean Technology Fund, and International Strategic Climate Fund, $86.25 million below the President's request and $262.25 million above the FY10 level.

• Asian Development Bank. The Committee provides $106.586 million for the first of five annual contributions to the Asian Development Bank's General Capital Increase V. This is equal to the budget request.

• Global Agriculture and Food Security Program. The Committee provides $250 million for this recently established fund administered by the World Bank. This is $158.4 million below the request.

Title VI – EXPORT ASSISTANCE The Committee provides $90.1 million for Export-Import Bank subsidy appropriations, $2.6 million below the President's request and $32.1 million above the FY10 level. The Committee provides $100 million for Export-Import Bank administrative expenses, an amount $5.6 million below the President's request and $16.12 million above the FY10 level. The Committee provides the amount requested for the Overseas Private Investment Corporation. The Committee provides $55.5 million for the Trade and Development Agency, $700,000 below the President's request and $300,000 above the FY10 enacted. OTHER ISSUES Israel, Egypt, Jordan and Lebanon: The Committee provides the amount requested for each of these countries. Afghanistan. The Committee provides $2.6 billion for assistance and $660 million for Department of State operations in Afghanistan. This includes $2.1 billion under the ESF heading, which is $1.2 billion below the request, and $400 million under the INCLE heading, which is $50 million below the request. Pakistan. The Committee provides $2.48 billion for assistance and $92.5 million for Department of State operations in Pakistan. This includes $1.1 billion under the ESF heading, which is $221 million below the request, $271 million under the FMF heading, which is $25 million below the request, and $900 million for the Pakistan Counterinsurgency Capability Fund (PCCF), which is $300 million below the request. 6

Iraq. The Committee provides $529 million for assistance and $1.6 billion for Department of State operations in Iraq. This includes $200 million under the ESF heading, which is $183 million below the request. Colombia. The Committee provides $447 million for Colombia, which is $17.9 million below the request and $38 million below the FY10 level. Climate Change. The Committee provides a total of $1.450 billion for bilateral and multilateral climate change adaptation, clean energy, biodiversity and sustainable landscapes programs funded through USAID, and the State and Treasury Departments. Although $54.8 million below the budget request, this is an increase of approximately $296.5 million above FY10. Food Security. The Committee provides $1.3 billion for food security and agricultural development assistance programs to support the "Feed the Future" initiative, which is $344 million below the request and $130 million above the FY10 level. UNFPA. The Committee provides $55 million for a contribution to the UN Population Fund, which is equal to the President's request. The usual prohibitions on funding for abortion and for a program in China are continued.
