Read and comment on this excerpt from an article in the Boston Globe in which Senior White House aides said the new volunteer program will function as an umbrella agency, encompassing the Peace Corps, AmeriCorps, Senior Corps, and a new branch, a kind of homeland security corps.

New agency to encompass the Peace Corps

Bush is scheduled to travel throughout the Southeast today and tomorrow to promote his most significant new domestic policy proposal, the Freedom Corps.

Senior White House aides said the program will function as an umbrella agency, encompassing the Peace Corps, AmeriCorps, Senior Corps, and a new branch, a kind of homeland security corps, consisting of retired doctors and emergency serice workers who can serve a local community in times of crisis.

Though funding increases will not be announced until today, advisers described the agency as a major addition to the federal government, headed by a senior assistant to the president.
