Since shortly before 9/11 I have been promoting a program for finding US college scholarships for outstanding host-country students with leadership potential. Since 9/11 I feel emphasis should be on candidates from Islam countries. Nominations would most likely have to be made by in-country PCVs who have the opportunity to observe and know likely candidates. Peace Corps Director Gaddi Vasquez refuses to inform PCVs of our Leadership Program. How do we get around him to inform in-service PCVs in Kazakstan, for example, directly? Are there other ways to identify candidates? The program has the enthusiastic support of Sargent Shriver, Dane Smith (Pres. of the National Peace Corps Asso.) and every RPCV and college president I have talked to. John C.
