Profile of a small business development project sponsored by USAID in Albania, which is in the process of transforming from a centralized and autocratic political and economic system to a decentralized and more democratic one. Gives an overview of the country?s business environment, institutions and organizations, and constraints of working in the business sector.
Conclusions related to the project and the business environment include:
* lack of capable staff to manage a small business project
* business skills training for entrepreneurs is needed, and no organisation is providing such training on a systematic basis
* chamber of commerce has little experience in supporting small businesses
* small business projects must respond to Albanians? rapidly changing technical and training needs
* regional business agencies are a single, viable mechanism through which credit and technical assistance can be channeled
