Position Title: Projects Development Advisor

Timor Aid is the largest national NGO in East Timor, now engaging in long-term projects in health, capacity building, the advancement of women, microfinance, community development, and income generation.

Summary:
The employee will assist the Director and relevant staff to continuously seek and secure funding for Timor Aid projects through donor liasion, research, proposal writing, community needs assessments, and training of staff in proposal development. The position is currently available for one year, but can be extended depending on funding and performance. The employee will be based in Dili, but must be able to travel to project sites when necessary to complete proposals.

Minimum Qualifications:
English fluency.
University degree in international development or related field (i.e., nonprofit management, public administration).
At least four years direct experience in design, planning, management, and evaluation of donor-funded international development projects in non-profit NGOs.
At least two years experience writing proposals.
Experience developing logical frameworks for a variety of projects.
Conversant in Indonesian and/or Tetum languages, or must be willing to learn.
Experience in a developing country other than their own.
Strong work ethic, effective collaborator, and team player.
Attention to detail, and an ability to work effectively under tight deadlines.
Commitment to improving the quality of life for the people of East Timor.

Desired qualifications:
Portuguese language skills.
Some experience in the field of democracy and governance, political party development, civil society strengthening, parliamentary reform, and/or women’s political empowerment.
Some experience with people with disabilities.
Familiarity of policies and procedures of a variety of international donors, such as USAID, AusAID, DFID, European Commission.
Solid networking skills.
Experience in East Timor.

Responsibilities:
Develop quality proposals in response to donors’ indication of interest that are consistent with the organization’s programs currently being administered and programs being developed.
Conduct all research that is necessary to complete proposals, including research about donors, and research about programs’ institutional and physical environments.
Prospective donor identification and related research that is necessary to identify a viable pool of potential funders.
Assist the Director to establish multi-year fundraising goals and strategies.
Assist the Director to develop and produce organizational, fundraising, and external relations materials such as letters of inquiry, concept papers, proposals, annual reports, public service announcements, press releases, etc.
Perform English editing and proofreading of any organizational documents, such as proposals, external relations materials, project reports, and official documents.
Conduct periodic training for staff in a variety of topics, including proposal writing, program design, and other related topics.
