WASHINGTON, DC -- The U.S. Agency for International Development (USAID) announced today the swearing in of Richard J. Goughnour as its new Mission Director for Brazil. Mr. Goughnour was sworn in at USAID Headquarters in Washington.
Drawing on his vast experience in international development, Mr. Goughnour will oversee USAID's $17 million program in Brazil. The program focuses on the areas of environment and energy, as well as HIV/AIDS prevention, and assistance to at-risk youth. Although USAID maintains a small office in Brazil, its program integrates global issues that affect the entire Latin American region.
A 24 -year veteran of the Foreign Service, Mr. Goughnour most recently served as the Deputy Mission Director for El Salvador, where he managed a $230 million development assistance portfolio. Previously, Mr. Goughnour completed tours in Guinea-Bissau, Guatemala, Ecuador, Bolivia, and Ukraine. Prior to joining USAID, Mr. Goughnour was a Peace Corps Volunteer in Brazil.
Mr. Goughnour has a Bachelor's degree in business and accounting from the University of Minnesota. Mr. Goughnour is married to Julia Goughnour, with whom he has three sons: Christopher, 21; Jason, 19; and Kenneth, 13.
