I want to visit Tanzania in January 2004. Where do I begin?

My daughter will be studying near Arusha (actually at Kilimanjaro) this fall. She would like to visit a PCV friend in Namibia during December.
Any ideas about reasonably-priced travel from Arusha to Windhoek and back? She would have to meet up with a group return flight to the US, so it would have to be round trip.
