Philip is a graduate of the University of North Carolina School of Law and Rice University's Graduate School of Business. In addition, he received his bachelor's degree in Accounting from the University of Tennessee.

Prior to attending law school, Philip served as a Peace Corps volunteer in Sri Lanka, and in 1993/1994, he trained newly selected Peace Corps volunteers in both Sri Lanka and Latvia. During law school, Philip worked as a legal intern for the United Nations High Commissioner for Refugees in Geneva, Switzerland.

As an immigration attorney, Philip advises clients on all aspects of U.S. immigration and naturalization law, and he represents them in proceedings before the Immigration and Naturalization Service, the Department of Labor, the Immigration Courts and U.S. Embassies, abroad. In addition, Philip litigates complex immigration-related matters in federal court.

Philip is a member of the State Bars of Tennessee and Oregon, the Federal District Court of Oregon and the United States Court of Appeals for the Ninth Circuit. He is also a member in good standing of the American Immigration Lawyers Association (AILA) and he has served on AILA's Political Asylum Committee.
