APCD (Associate Peace Corps Director)/ Programming and Training Officer- Armenia
DUTIES: The Associate Peace Corps Director (APCD) for Programming and Training (Programming and Training Officer) assists the Country Director in the administration of the Peace Corps program, providing oversight, supervision, and support to Peace Corps staff and Volunteers in the development, management, and evaluation projects and training programs. Project development includes studying of the problem(s) to be solved, formulating goals and objectives, visiting sites and evaluating all aspects of the Volunteer assignment, and assuring the availability of support resources. S/he is responsible for
1. the maintenance of quality programming and training consistent with the thrusts of the host country government and Peace Corps policies and priorities;
2. providing management support and oversight to program and training staff;
3.evaluating the overall organizational effectiveness;
4. developing the strategies and action plans to meet training, programming, and volunteer support needs. The PTO may be designated Acting Country Director in the absence of the Country Director.
CAREER LADDER: FP-2 (equivalent to GS-14) is the full performance level for this position. Candidates selected from this vacancy announcement may be considered for promotion without further competition.
SECURITY REQUIREMENTS: A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. The selectee must be able to obtain and keep a Top Secret security clearance.

Applicants must have 52 weeks of specialized experience with the particular knowledge, skills, and abilities to perform successfully the duties of this position, as described below, and that is typically in or related to the work of this position.

1. Skill in supervisory or other experience that demonstrates skill in leading, motivating, and managing, particularly in a cross-cultural environment; including implementing and monitoring a performance management system;
2. Skill in designing, managing or evaluating development projects;
3. Skill in conducting or designing adult training programs.
All education and experience must be met by the closing date of this vacancy announcement.

Demonstrated knowledge of the Balkans or Eastern Europe.

PAY, BENEFITS AND WORK SCHEDULE Peace Corps positions are in the Excepted Service. Employees are paid on the Foreign Service pay scale and receive the same benefits as employees in the Competitive Civil Service.
All Federal employees are required by PL 104-134 to have federal payments made by Direct Deposit.
Selectee will be eligible for the Thrift Savings Plan, health and life insurance, annual and sick leave and will be covered under the Federal Employment Retirement System or civil Service Retirement System, as appropriate. Other benefits may be afforded to overseas hires.
This is a full-time position.

Initial appointments to the Peace Corps normally do not exceed 30 months, but they may be extended for up to 5 years.
Peace Corps employees must not have been employed in certain intelligence-related activities. If you have been employed in intelligence related work; you probably do not qualify for employment with the Peace Corps.
A six-month trial period is required.
OTHER INFORMATION Relocation expenses will not be paid unless required by federal regulations. For overseas positions, relocation is normally paid.
If you are a current Peace Corps employee, selection for this position will not affect the duration of your current appointment.
This position is in the excepted service. It is excluded from provisions of the career transition assistance program.
